Applies advanced knowledge of principles, theories, concepts and industry practices to compile and analyze statistical data to determine feasibility of buying products and to establish price objectives for contract transactions.
Essential Functions & Key Responsibilities
* Develops solutions to a variety of moderate to complex problems that require some independent judgment and ingenuity to modify procedures standards related to coordinating, administering and auditing service and material contracts. Work is accomplished under general supervision and completed work is reviewed for results.
* Reviews and analyzes Requests for Proposal (RFP). Ensures accurate and appropriate preparation and submission of bid/contract proposals. Ensures that documents being sent to clients are accurate and properly reflect costs and appropriate language.
* Screens all requests for quotation and identifies legal clauses requiring validation or exception.
* Establishes a schedule for cost proposal milestones including reviews are met through coordination with all levels of management across all organizational components. Ensures that required information is obtained and approvals are obtained. Maintains documentation of quotes, basis of estimates, cost analyses and other pricing decisions used to develop price.
* Develops pricing spreadsheets and cost volume narrative in accordance with RFP requirements and AGS policies and procedures. Prepares contract volume reports and service fees per contract requirements. Prepares and presents formal cost volume reviews, as required.
* Performs second review of contracts and change orders for quality, accuracy, and consistency. Participates in should - cost and pricing reviews with management and customer representatives. Coordinates production of final cost volume(s) for management.
* Provide sub-contractors and vendors a single point of contact regarding contract services and Service Agreements. Drafts and negotiates individual Agreements and Change Orders. Provides support in the resolution of price disputes.
Performs other duties as required. These duties may include assignments in job classifications and departments other than the primary assignment.Minimum QualificationsEducation Requirements
Minimum 4 Year / Bachelors Degree. Business related discipline.
If applicable, a combination of experience and training may be substituted for the education requirement.
Experience Requirements
2 - 4 or more year(s) Related experience and training.
Skills and Competencies
* Communicates effectively using electronic media and in written and verbal forms.
* Makes telephone and direct personal contact with internal and external personnel and makes formal presentations to small or large groups.
* Operates standard office equipment and demonstrates competence in the use of standard software applications such as Microsoft Word, Excel and Power Point.
