Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0883P01 and is part of the IL DOL, National Guard. Responsibilities As a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-11, you will develop command logistics guidance and support plans for federal and state missions. Major Duties - This is NOT an all-inclusive list: Formulate and implement the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations. Develop, coordinate and implement policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Initiate equipment redistribution guidance. Develop, staff and implement logistics plans for material fielding, mission support and mobilization. Serve as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program. Update Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities. Analyze, direct and provide command logistics guidance to support CTA/TDA/MTOE changes and turn-in of command excess equipment to the USPFO. Consolidate all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted/Warrant Officer - Maximum Rank O5 GENERAL EXPERIENCE: Must possess experience, education, or training which has provided you with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-11 Level- Must possess specialized experience which includes at least 1 year of specialized experience at the GS-9 Level; experience, education, or training supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
