This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until April 1, 2024. The initial cut-off date for referral of eligible applications will be February 23, 2024. After this date, qualified applicants will be considered and referred as vacancies become available. Eligible applications received after the initial cut-off date will be referred as additional vacancies occur on an as-needed basis until positions are filled.
This position serves as Supply Technician (NX) for the Property Management Division within Lifecycle Management of the Supply Chain Management service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. As a Supply Technician, you will provide service lines and other hospital facilities with equipment and material.
Major duties and responsibilities include, but are not limited to:
* Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned.
* Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies.
* Provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed.
* Processes applicable catalog update transactions in accordance with current published procedures.
* Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines.
* Interacts with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or Inventory Management Specialists as needed.
* Communicates to the lead or supervisor any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals.
* Coordinates drop-off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual Electronic Inventory Listing (EIL) inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions.
* Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses.
* Receives non-expendable equipment and material into the VA Health Care System and supported catchment area.
* Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material.
* Stores items in accordance with established guidelines, utilizing a computerized inventory system, to ensure integrity of the supplies and material and the data integrity of the inventory management system.
* Distributes items according to established or ad hoc requirements in computerized inventory management system.
* Delivers equipment in a timely and accurate manner, ensuring equipment and material delivered are in operational condition.
* Processes receipt and turn-in transaction to record in the equipment system of record and account for incoming materiel.
* As needed, assists in other functional areas of the Section and performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
* Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-4 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Supply Technician position. Specialized experience providing equipment and material to clinical and/or administrative areas; scanning, bar-coding, receiving, storing, and distributing equipment and related material; utilizing an automated system to maintain equipment records; and answering customer questions regarding non-expandable equipment and materials. OR,
* Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR,
* Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school education as described above that demonstrates the ability to perform the duties of this position.

Physical Requirements and Work Environment: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). With proper assistance, moves heavier items weighing over 40 pounds. This level of physical demands occurs, for example, when employees are regularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, and other storage areas, or when they are regularly involved in stocking and retrieving items from shelves and cabinets
