FLYER Acquisition-This flyer uses Direct Hire Authority Acq Demo-Business/Technical Mgmt to recruit/appoint qualified candidates to competitive service positions. Responsibilities You will serve as a Branch Head and Contracting Officer performing duties related to the governing of shipbuilding and major weapons systems in relation to financial systems. You will support the contracting automation systems based on your knowledge and understanding of functional contracting requirements and related business processes. You will negotiate and influence decision making to ensure contracting administrative functions meet requirements. You will function as the focal point for the Contracts Department in order to evaluate process and system function requirements at the department level as well as relate functional requirements to technical solutions. FOR NH-03 (GS-12/13 equivalent): In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience performing professional contracting work analyzing and evaluating procurement requirements of major systems to plan and carry out pre-award, price/cost analysis and negotiation of contracts including exploration of alternative course of action and modifying contracting terms for weapon systems acquisition programs. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
