Job Description Summary
The scope of responsibility for the SVP, Real Estate Development Officer includes overall leadership of the Development Department comprised of approximately 35 staff including its development management, design and construction management, clean energy development, development planning, and development strategy/impact teams based in three areas (Baltimore, Silver Spring and Richmond). The ideal candidate will bring a passion for ECD's mission, substantial experience in affordable housing financing and development, including clean energy strategies, and significant experience managing large, interdisciplinary real estate teams.
This position requires strong leadership, organizational, real estate, communication, relationship management, financial and strategic planning skills. Successful candidates will bring an established track record, within the affordable housing field, of business plan creation and execution. The ideal candidate will also demonstrate a history of excellence working independently, multi-tasking and prioritizing.

Job Description
* Provide executive leadership to the ECD Development department.
* Lead the development team in refining and executing on the development department's strategy and multi-year business plan.
* Foster a mission-driven and performance-driven culture to achieve ECD's mission and revenue objectives.
* Demonstrate an authentic commitment to diversity, equity, and inclusion both internally and externally. Continue to attract and retain a talented, diverse team to enhance the company's performance.
* Refine the department's operational infrastructure as needed including practices and systems to achieve the company's goals and foster excellent results.
* Collaborate with other department leaders to refine interdepartmental communications, systems and practices to promote best practices and outcomes.
* Serve as a member of the company's Senior Leadership Team, providing strategic and operational input on new initiatives and opportunities in support of the organization's broader mission and goals.
* Ensure staff cultivate and maintain key government, financing and community relationships through a well-organized relationship management system. Guide staff in managing key stakeholder communications and achieving high standards of transparency and responsiveness.
* Represent ECD as needed in high-level meetings with equity investors, lenders, government officials and community groups.
* Maintain a substantial and visible presence in the affordable housing and real estate industries to enhance the company's profile and bring new contacts and business opportunities to ECD. Promote staff participation in affordable housing and related industry membership and advocacy organizations.
* Stay abreast of trends, policy changes, new programs and risks affecting the affordable housing industry to ensure that ECD is positioned to take advantage of new opportunities and able to continue and/or adjust its activities in the face of potential industry shifts.
* Manage the internal review and approval processes to ensure that development proposals are well-structured, feasible and consistent with ECD's mission, values and underwriting and quality standards. Manage and staff the Real Estate Committee of the ECD Board of Directors.
* Lead and support the relationships and interactions with the ECD Board of Directors.
* Foster strong relationships within Enterprise Community Partners and its other divisions.
* Oversee production of internal reports including management and board reports.
Qualifications:
* Passion for ECD's mission and commitment to the strategic goals and values of Enterprise.
* A track record of successful senior-level affordable housing leadership including management of large interdisciplinary development teams.
* Demonstrated enthusiasm for the development process. At least 15 years real estate development and related experience including at least 10 years of Low-Income Housing tax credit/affordable housing development experience.
* Strong organizational skills and ability to strategize, develop, refine and execute on a multi-year development business plan. Ability to coordinate complex activities, prioritize conflicting demands, manage workflow and drive results.
* Ability to guide development staff and evaluate development proposals including assessment of third-party team members, design, entitlements, financing, target market, mission impacts and profitability. Demonstrated capability to drive production and guide staff in structuring, negotiating and closing complex real estate transactions.
* Strong relationship management skills. Excellent communication skills and ability to serve as an effective internal and external spokesperson for the Development Department and ECD across a broad and diverse range of stakeholders.
* Facility with private debt and equity financing and federal, state, and local government funding programs for affordable housing.
* An undergraduate degree is required, preferably in Business Management, Real Estate, Finance or related field. An advanced degree related to real estate is highly desirable.

The base salary for this role is $320,000 to $360,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.
