General Description Manages the Information Technology Infrastructure and Operations for the Texas Medical Board, as well as all sub-boards and committees under the direction of Director of Information Technology.Oversees staff performing work associated with critical infrastructure including networks, servers, operating systems, endpoint computers and application support. Provides day-to-day supervision, conducts performance appraisals, and delegates work assignments for Helpdesk and System/Network Operations staff.Will recruit, hire, and provide appropriate training.Serves as a subject matter expert for complex networking, servers, and operating systems.Leads and/or participates in the technical design, planning, implementation, performance tuning and recovery procedures for mission critical enterprise systems.Work includes policy development, training, monitoring, and analysis of existing hardware and software, and evaluation of potential enhancements. Work under limited supervision with considerable latitude for the use of initiative and independent judgment. Essential Job Functions 1.(65%) Manage the IT Helpdesk and System/Network Operations teams. a.Functions as direct supervisor for Operations staff. b.Liaisons with Developer Lead to support agency business operations. c.Oversees multiple projects occasionally, and/or some of the most complex system administration projects involving highly complex upkeep and configuration of computer components and systems software. d.Oversees and provides guidance in troubleshooting and solving complex problems related to system software and hardware incident and problem calls, and in the processing of service requests and tasks. e.Oversees and/or designs and implements new or revised methods that effectively meet agency needs. f.Oversees and/or conducts major studies regarding system usage and makes recommendations for improvements and determines network system requirements. g.Reviews network system plans for completeness and accuracy, plans and schedules network studies and system implementations. h.Analyzes existing network and system procedures for efficiency and effectiveness. i.Prepares budget recommendations for network facilities, analyzes user support statistics, and implements appropriate measures. 2.(30%) Ensures IT Infrastructure and Operations are available to support the agency mission.Serves as backup to Helpdesk and Infrastructure staff as necessary. a.Coordinate and maintain the functionality of the systems environment, the implementation of technology solutions, the development of server upgrade plans and procedures, and the installation of operating systems. b.Administers or maintains servers, operating systems, and applications. c.Monitors servers, operating systems, and applications security taking corrective measures to ensure efficient performance. d.Ensures all technology for public meetings is operational. 3.(5%) Performs related work as assigned. Required Experience and Education 1.At least five (5) years progressively responsible experience managing information technology staff and teams including the following management activities. a.Preparing training plans and training staff, b.Monitoring staff performance, and c.Preparing performance evaluations. 2.At least seven (7) years progressively responsible information technology work experience. a.Experience managing a Microsoft server environment including. i.Windows Server, ii.Hyper-V, iii.Active Directory, iv.Remote Desktop Services and Gateway, 3.At least five (5) years progressively responsible information technology work experience. i.Office 365, and ii.Microsoft Azure. b.Experience in virtualization, especially Microsoft Hyper-V clustering. c.Experience in Storage Area Networks (SAN). 4.Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, or management information systems is generally preferred.Education and experience may be substituted for one another.
