Salary : $84,240.00 - $114,790.00 Annually Location : City of San Luis Obispo, CA Job Type: Regular Full Time Department: Information Services Opening Date: 10/31/2024 Closing Date: 11/18/2024 5:00 PM Pacific FLSA: Non-Exempt JOB DESCRIPTION The City of San Luis Obispo Information Technology Department has an opening for a System Application Specialist I-II. The level of responsibility and salary will be based on qualifications of the applicant (see Education and Experience below). This recruitment will establish an eligibility list for the Oracle specialty area. If you are selected for interviews, they will take place in-person on Tuesday, December 10, 2024, so please hold that date. If selected to move forward, second round interviews will be held in-person, tentatively on Friday, December 13, 2024.Hiring incentives are not guaranteed but may be valued up to $2,500 for positions deemed hard to fill by the Director of Human Resources. JOB SUMMARY: Performs a variety of application configuration and acts as liaison between the City and the application provider(s); incorporates business process changes; provides leadership and training for users; integrates identified cross-functional efficiencies, and emphasizes problem-solving and effective communication, and efficient service to the public and the City; supports system upgrade and release management; provides support to Subject Matter Experts and Super Users. Incumbents may be assigned to focus on one or more system applications, such as finance and human resources, asset management, geographic information system, and license and permit processing; however, they may also be cross-trained to assist with other applications. CLASS CHARACTERISTICS: This classification requires the skill and ability to implement, configure, program, and maintain the System. This class is distinguished from the higher-level class of Information Services Supervisor in that the latter directly supervises professional and technical staff and manages all backend data management, data analytics, benchmarking, and visualization solutions across the organization. SUPERVISIONSUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Information Services Supervisor. May provide technical and function direction to lower-level and less-experienced staff. EXAMPLES OF DUTIESEXAMPLES OF DUTIES AND RESPONSIBILITIES: (Any one position may not include all of the duties listed nor do the listed examples include all tasks that may be found in positions of the class. Some duties may be performed in a learning capacity for entry-level positions.)
  • Provides application and business expertise to support end users across all departments.
  • Gathers requirements and gain first-hand understanding of user needs.
  • Interprets business process changes and develops specifications for software and configuration modifications.
  • Serves as the technical lead for projects assigned by the Information Services Supervisor. This can include project management and contract management.
  • Coordinates with vendors and leads acceptance testing.
  • Troubleshoots technical issues and manages technical support with the application's parent company.
  • Conducts research regarding software system connections and communications.
  • Documents work processes, configurations, and prepares training materials.
  • Conducts departmental and citywide application-related training.
  • Provides recommendations to maintain compatibility of data and user needs.
  • Develops standards for configuration and business processes, including custom-field layouts and case-type configuration.
  • Ensures data conversion requirements are met.
  • Assists with efforts to integrate data and work processes across City systems.
  • Performs day-to-day application administration tasks.
  • In coordination with the application's parent company technical support, supports ongoing release management, testing, and implementation tasks.
  • Analyzes workflows, prepares recommendations, and identifies testing and training needs for implementing improvements for ongoing releases.
  • Integrates knowledge of operational processes, end-user needs and larger organizational needs, general database concepts, and other City software systems.
  • Analyzes, diagnoses, and resolves complex software issues.
  • Makes configuration corrections as required and communicates the changes to the system navigation to the subject matter experts, super users, and other City staff.
  • Serves as a just in time higher-tier resource for application incident resolution requests.
  • Engages third-party resources for resolving highly impactful application problem management issues in conjunction with the application's parent company technical support. Provides leadership and training for the application.
  • Performs related duties as required by management to meet the needs of the City.
In addition to the above, a System Application Specialist assigned to EnerGov will be required to:
  • Create and modify custom reports using SQL Server Reporting Services andMS PowerBI.
  • Participate in initiatives to continuously improve the City's interface with the public.
  • Provide reporting and data analysis.
In addition to the above, a System Application Specialist assigned to Oracle will be required to:
  • Create and modify custom reports using Oracle BI and Oracle BI Publisher
  • Keep abreast of enhancements and new functionality released by Oracle (in context of the product licenses to which the City subscribes) and actively identify their application to City business and process requirements.
In addition to the above, a System Application Specialist assigned to Geographic Information Systems (GIS) will be required to:
  • Create, maintain, analyze, and display spatial data.
  • Develop scope of work for Citywide or departmental GIS application projects.
  • Develop innovative solutions using GIS technology for complex business problems.
  • Design and build browser-based interactive mapping applications.
  • Train other staff in the use of GIS.
KNOWLEDGE AND ABILITIES: Knowledge of:
  • Principles and business practices of computer systems, relational databases, and enterprise financial applications.
  • Basic theories and applications of computer science.
  • Operation, maintenance, and troubleshooting of computer systems and applications.
  • Information-based software systems.
  • Data Model principles.
  • Data integration and analytics methodologies and technologies.
  • Report authoring software (e.g., Crystal Reports, SQL Server Reporting Services, BI Publisher).
  • Principles and practices of project management.
  • Microsoft Office Suite Programs (Word, Excel, PowerPoint, SharePoint).
In addition to the above, a System Application Specialist assigned to EnerGov will be required to have knowledge of:
  • Fundamental concepts of GIS and basic skills using ArcGIS applications (ArcGIS Pro/ArcGIS Server).
  • Basic or working understanding of development review principles and community development processes.
In addition to the above, a System Application Specialist assigned to Oracle will be required to have knowledge of:
  • Principles of segregation of duties and security
  • Basic or working knowledge of at least one of the following:
  • Core financial accounting principles (general ledger, accounts payable, accounts receivable, fixed assets, cash management)
  • Core purchasing principles (procure to pay, contracts, supplier management)
  • Core human resources principles (employee master data administration, actions, position control, employee development tools)
  • Core payroll and time principles (time keeping, scheduling, absences, payroll processing)
In addition to the above, a System Application Specialist assigned to Geographic Information System (GIS) will be required to have knowledge of:
  • Geographic Information System (GIS) concepts and practices.
  • ArcGIS enterprise geodatabase, server, and online management.
  • Principles of cartography, survey, and mapping.
  • Basic methods and equipment used for data acquisition with Global Positioning Systems.
  • Principles and techniques required to convert manually-created maps and drawings into GIS format.
  • Concepts and techniques of spatial analysis in GIS

TYPICAL QUALIFICATIONSSYSTEM APPLICATION SPECIALIST I - EDUCATION AND EXPERIENCE: Graduation from a four-year college or university with major coursework in information technology, management information systems, computer science, or a related field; and One year of experience with an information-based software system, including databases; or An equivalent combination of education and experience. SYSTEM APPLICATION SPECIALIST II - EDUCATION AND EXPERIENCE: Graduation from a four-year college or university with major coursework in information technology, management information systems, computer science, or a related field; andThree years of experience with an information-based software system, including databases; or An equivalent combination of education and experience. POSSESSION AND MAINTENANCE OF:
  • A valid California class C driver's license and a satisfactory driving record.
