DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. ll work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Specialize in promptly responding to potential issues within TIERS, utilizing advanced monitoring tools to ensure optimal health and performance. Responsible for the implementation, administration, and maintenance of monitoring systems, delivering crucial insights on TIERS' health and performance to all stakeholders across the organization. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Experience in working with varies types of logs, HTTP headers, and web services. 8 Required Experience in PowerShell scripts and/or Python. Any other similar scripting language will also be considered. 8 Required Experience in application monitoring and observability for multiple products at a large organization. 8 Required Bachelor's degree in computer science, engineering or technology, or equivalent relevant work experience. 8 Required Possesses significant capability in creating manuals, reports, documentation, and other written materials. 6 Preferred Expertly deploy and configure monitoring tools, such as Splunk and Dynatrace, to industry standards, supporting team members and business owners in optimizing TIERS' availability, performance, and health. 6 Preferred Experience integrating cloud technologies with Splunk/Dynatrace and monitoring tools. 6 Preferred Experience using Splunk - configuring alerts, knowledge objects, dashboards and writing complex queries. 6 Preferred Exhibits substantial proficiency in analyzing, diagnosing, and effectively resolving issues related to data communications. 6 Preferred Background experience in various aspects of information technology (IT) operations, programming, systems/software development, or other IT-related support areas. III. TERMS OF SERVICEServices are expected to start 05/15/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 688 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATIONServices shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st St, Austin, Texas 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS TERM OF SERVICE (Required) Services are expected to start on or around May 15, 2024 and are expected to completed by August 31, 2024. Total estimated hours per Candidate shall not exceed 688 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.WORK HOURS AND LOCATION (Required) ) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.B) The primary work location will be 701 W 51st St, Austin, Texas 78751. Position will be remote. Program will allow candidates who are LOCAL ONLY. Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. ADDITIONAL TERMS AND CONDITIONS Submission of a candidate's resume by multiple vendors will result in disqualification of the candidate from this opportunity. Worker must sign an Acceptable Use Agreement as a condition of employment. Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued. Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued. Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question. By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
