Job DescriptionYour Role The Commercial IT Portfolio team serves as the primary IT point of contact for the portfolio. The System Analyst, Consultant will report to the Senior Manager, Commercial IT Portfolio. In this role you will play a key role in the team aligned with a designated Large Client/ Line of Business designed to provide invaluable analysis and insights to determine and drive optimal solutions meeting business needs. You will bridge both system and business analysis to ensure requirements elicitation completely describe the needs and includes supporting the subsequent solution development and deployment. Your Work In this role, you will:
  • Formulate/define system scope and objectives based on user needs for the highest complexity changes
  • Analyze and evaluate existing or proposed systems and devices to process data
  • Prepare charts and diagrams to assist in problem analysis and submits recommendations for solution
  • Prepare detailed program specifications and flowcharts, and coordinate system installations with user departments
  • Analyze all aspects of business unit functions to determine application, integration and optimal use of information systems
  • Develop reports, presentations, and insights utilizing tools such as Microsoft Excel and PowerPoint
  • Develop a deep and broad expertise in the systems and processes with Blue Shield of California to become a trusted Subject Matter Expert
  • Build networks and relationships across the organization driving the best solution definition and delivery
  • Maintain focus and composure in a dynamic and challenging environment, balancing multiple competing demands
  • Contribute to the technological advancement, resiliency and sophistication of Blue Shields IT ecosystems (trend analysis and action plans)
  • Gather relevant data, conduct trend and root cause analysis directing actionable improvement plans
QualificationsYour Knowledge and Experience
  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of directly related professional experience and deep technical abilities in one or more primary products, programs or technologies
  • Health Care specifically Health Plan background (desired)
  • Experience dealing with large corporate clients or governmental institutions (desired)
  • Demonstrable experience dealing with and interactivity between multiple large scale Enterprise System
  • Up to date with relevant IT advances including Cloud, API, Interoperability etc.
  • Knowledge of and experience with Agile methodologies, practices and principles (SAFeĀ® preferred)
  • Track record of identifying and resolving uncommunicated needs, gaps, or opportunities
Pay Range: The pay range for this role is: $ 109120.00 to $ 163680.00 for California. Note: Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade.
