OSD's Training Team serves our broad customer base of public buyers and the vendor community by developing and delivering interactive and engaging training at no cost. Are you a training professional who understands how people learn and do you like using technology to deliver the learning experience? If so, the Operational Services Division's (OSD) Training team is seeking a highly motivated and detail-oriented individual to join the team as a trainer. The ideal candidate is interested in working for state government and being part of a fast-paced, goal-oriented organization and possesses the following characteristics:

  • Ability to clearly explain big-picture processes as well as step-by-step procedures, all while telling a story that engages the learner.
  • Skilled in delighting customers with crafted training content that conveys ideas and processes in an impactful, and memorable way.
  • Experience developing and presenting a variety of interactive and dynamic modules through virtual and in-person Instructor-led training sessions.
  • Ability to showcase professionally designed and developed modules from your portfolio.
The OSD Training team is a seven-person unit headed by the Director of Training and reporting to the Deputy Assistant Secretary for Operational Services. OSD Trainings are delivered to internal and external constituencies including but not limited to: Commonwealth Agencies, municipalities, other public entities as well as the business community. This role is essential to support and enhance learning opportunities within the agency's procurement framework. As OSD adopts a category management approach, targeted and continuous training becomes increasingly important. This role will design and deliver training programs that not only cover procurement policies, system functionalities, and compliance requirements but also focus on developing the strategic skills needed for effective category management. For vendors, tailored training will enhance their understanding of category-specific expectations, leading to stronger partnerships and more efficient processes.Key attributes of a successful candidate will include proven people and problem-solving skills, creativity, attention to detail and the ability to manage multiple competing priorities. You should be driven to succeed and have excellent communication and interpersonal skills. This position requires a strong work ethic that helps instill trust by demonstrating integrity, reliability, and transparency in actions and decisions. RESPONSIBILITIES:
  • Develop, maintain, and enhance eLearning, digital, and in-person training assets including supporting materials.
  • Facilitate both virtual and in-person training.
  • Thoroughly understand policies and procedures as applicable to the constituencies.
  • Utilizes technology to create and support curriculum.
  • Collaborates with team members and OSD staff to identify ongoing training needs and utilizes assessments and surveys to recommend solutions.
  • Assists with various training administration tasks as needed.
PREFERRED QUALIFICATIONS:
  • Prior use of Camtasia or other course creation software to create interactive training modules.
  • Successful development and deployment of eLearning solutions such as dynamic modules, instructional videos, digital training materials.
  • Proficiency with Microsoft Office 365 programs including Word, Excel, PowerPoint, Access, Teams and SharePoint.
