Performs analysis, architecture, design and translation of specifications into programming functions to achieve agency objectives. Works directly with project managers, business systems analysts, other developers, vendors/consultants, DoIT and DOT work units, and project teams to formulate and implement solutions.Accountabilities:Cross-trains with others for ongoing system support, programming standards, techniques, performance levels, and best practices to ensure knowledge transfer for continuity of operations.Prepares and/or review impact analyses and specifications for change requests to modify systems based on interpretation of new or revised business rules and requirements. Provides alternative solutions including time and effort estimates to assist in decision-making.Performs or oversees system design, development, deployment, and maintenance approaches for supported agencys information technology systems. Ensures a high degree of quality and integrity is designed, built, documented, and maintained in these systems.Develops architecture, system logic, user and/or programming interfaces, and database components for large scale, critical, multi-tiered information systems; facilitate implementation of systems including coordinating resources from various units, agencies, and vendors; Oversees and/or perform ongoing system maintenance/enhancements.Prioritizes projects and workload. Prepares task plans for application development staff and/or consultants to assure proper implementation of new/modified systems, maximum uptime of production systems, focus on agency priorities and goals, and timely completion of projects.Ensures vendor/consultant code changes and development tasks are completed accurately and on time prior to approving their work for payment.Performs assigned tasks from internal/external project managers or business systems analysts as part of overall project implementations, including data analysis, data migration, system integrations, creating and executing test plans, report development, as well as system and user documentation to aid in the transition to new internally or externally hosted systems.Coordinates with other DoIT and DOT work units on system integrations, deployment procedures, timelines, and issue resolutions.Participates in management meetings and project teams as assigned. Each additional year of approved formal education may be substituted for one year of required work experience.Experience: Six years' experience as a computer programmer or systems analyst associated with late generation medium or la ge scale on-line computer systems or computer networks similar to the recruiting agency; at least three years of which shall have been involved with systems analysis. Each additional year of approved work experience may be substituted for one year of required formal education.License/Certification: Must possess a valid New Hampshire driver's license.PREFERRED QUALIFICATIONS: Six years of experience in software development including various software development languages and tools with the following preferred: Web development tools, API development, .NET tools, Oracle PL/SQL, and Business Intelligence Analytics/Reporting tools.
