Job Description:

DST is hiring an HR Technician III (working title: Talent Acquisition Specialist) to coordinate the recruitment and hiring process. Primary job responsibilities include posting jobs, screening and referring applicants, assisting hiring managers, and preparing hiring packets for agency approval. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

Job Duties

* Post, screen, refer the most qualified candidates and close the posting for all positions subject to subject and exempt from State Human Resources Act

* Coordinate temporary hires with Temporary Solutions and external staffing agencies

* Create and follow recruitment processes, Standard Operating Procedures, and process flows

* Create, analyze, and maintain recruitment data using the Applicant Tracking System (NEOGOV), Excel, and other systems as required.

* Prepare candidate qualifications and salary review worksheets

* Respond to management requests for turnover and offer suggestions/alternatives at any time to improve the successful recruitment of candidates.

* Establish collaborative recruiting rapport with hiring managers and supervisors to understand, and anticipate future departmental needs and determine recruitment efforts to focus on minimizing position fill time.

* Independently apply and defend procedures regarding applicant eligibility and awarding priority status and communicate this well with hiring managers.

* Assist and coach management on creating interview questions and participate in the interview process as requested and assist in identifying the best sources and resources for finding excellent candidates.

* Coordinate external recruitment efforts with public contact through education establishments, civic groups, community college and university placement programs, military, career fairs, etc. to build strong candidate pools for vacant positions.

About HR

Our team provides HR support for six divisions within the agency through collaboration, coaching, and consultation of managers and employees. The HR Department communicates, interprets, and enforces internal and external policies and procedures and legislative decisions that impact HR processes. Areas of focus include but are not limited to Recruitment, Employee Relations, Performance Management, Salary Administration, Training, Safety, etcQualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

* Experience screening applications to determine qualifications based on a merit-based recruitment plan

* Demonstrated ability to apply State policies in the identification of candidates with promotional, Veteran's Preference, and Reduction in Force priorities

* Working knowledge of applicant tracking systems

* Demonstrated understanding of salary administration principles and setting of salaries.

* Demonstrated ability to create PowerPoint presentations and present to internal audience

* Demonstrated experience responding to requests from hiring managers, HR staff, candidates, and the public

* Demonstrated ability to manage multiple concurrent related projects, groups, or activities

Management Preferences:

* Experience posting jobs and/or screening applications in NEOGOV

* Experience initiating Beacon/Fiori PA actions

* Proficiency with SharePoint preferred

Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 2 years of experience required; or 3 years of progressive experience in Human Resources; or equivalent combination of education and experience.
