General Statement of Duties:

This is a full performance position involving managing, coordinating, and performing a wide range of professional human resources duties for New Horizons Regional Education Centers. Position is responsible for developing, implementing, and maintaining a human resources program to include employment processes, employee counseling, development and professional growth, benefits, compensation, performance management, internal employee communication, and regulatory compliance.

Essential Functions

* Administers employment policy, procedures, and recruitment programs to ensure proper staffing of open positions with the best qualified full-time, part-time, and substitute personnel and the attainment of required levels of highly-qualified staff. This includes advertising, applicant review and screening, interviewing, reference verification, and background checks.

* Responsible for coordinating the division's efforts to meet its obligations under Section 504, Title IX, the ADA, FOIA and their implementing regulations.

* Develops, implements, and coordinates employee relations programs ensuring that positive, open communications between management and employees exist to include new employee orientation, employee opinion surveys and internal communication publications.

* Manages employee grievances and discharge recommendations to the proper resolution, coordinates, and recommends involvement of legal counsel as necessary with regard to state and federal statues governing employee/management relationships and the handling and resolution of claims.

* Administers an up-to-date evaluation and classification program for positions in the division, to include maintaining current job descriptions.

* Administers the compensation plan in accordance with policy and within budgetary guidelines and conducts periodic market surveys to ensure that the compensation plan is competitive.

* Supervises and participates in the preparation of contracts for all personnel; responds to questionnaires. Surveys, and correspondence in reference to employees; counsels' employees to resolve complaints, difficulties, and other matters related to human resources.

* Supervises and participates in the application and renewal process for obtaining Virginia teaching licenses for instructional staff. Monitor and communicate with teachers regarding their progress towards and any deficiencies related to obtaining their license or renewal.

* Administers the employee benefits program including internal communications, proper enrollment of employees, and ongoing external reviews of the total benefit program to ensure a competitive posture.

* Develops, identifies, and recommends new human resources policies and changes, as needed to comply with changes in federal and state statutes, and as they affect employee morale, productivity, and retention. Interprets policies and provides consultation and assistance in human resources matters to management and employees.

* Administers the human resources information system (HRIS) to readily provide employee data to management for purposes of planning and monitoring.

* Administers training and development initiatives related to Human Resources policies/programs and leadership development.

* Ensures that performance assessments are completed for employees in accordance with policy.

* Oversees the Worker's Compensation Program and policies. Interfaces with employees, managers, insurance carriers, medical personnel and attorneys regarding Worker's Compensation claims.

* Conducts research and comparative studies of best practices in human resources practices in other school systems and industry.

* Administers Human Resources departmental budgets and participates in development of overall school division budget.

* Identifies legal requirements and government reporting regulations affecting the human resources function and directs the preparation of information required for compliance.

* Leads selection process for filling of vacancies in key leadership positions.

* Models nondiscriminatory practices in all activities.

Required Knowledge, Skills and Abilities:

* Knowledge of human resource management and related laws and policies required.

* Demonstrated ability to advise management and employees on resolution of human resources issues, using conflict management, interpersonal and teambuilding skills required.

* Experience with employee hiring, supervising professional staff, managing budgets and transforming human resource data into management information required.

* Knowledge of educational systems organization and functions.

* Skill in applying the practices and procedures of recruitment, screening and interviewing.

* Skill in providing guidance and assistance to administrators and their staff.

* Ability to evaluate operating procedures and make effective recommendations for improvements.

* Ability to maintain confidentiality of employment information.

* Ability to communicate clearly and effectively, both verbally and in writing, with strong interpersonal skills and the ability to earn and maintain the trust of NHREC and regional school system personnel.

* Proficiency using Microsoft Word, Excel, Google Suite and other applications.

Minimum Education, Training, and Experience Requirements:

Bachelor's degree from an accredited college/university in human resources management, public administration, business administration or a related field required. Master's degree is preferred. Five or more years of human resource experience to include some supervisory experience required.

Licensure/Certification:

Valid Virginia Driver's License is required. A HR Certification is preferred and will be required within two years of employment.
