Under the supervision of the Tangible Manager, this position performs advanced and specialized clerical work involving data entry, processing, auditing, and maintaining Tangible Personal Property (TPP) appraisal records. Essential Job Functions
Assists the public and answers questions concerning a variety of routine and complex problems regarding assessment and taxation.Changes and updates tangible personal property tax roll via data entry.Audits tangible personal property returns.Takes exemption applications such as Tangible Personal Property exemption, Homestead exemption, Widow's, Disability, Religious and Institutional.Calculates and verifies taxes on personal property.Reviews tangible property returns with taxpayers, C.P.A.s, bookkeepers, property agents, and attorneys.Verifies and runs out legal descriptions from deeds and tax statements.Answers telephone inquiries regarding tangible personal property.Coordinates with office staff the periods of EDP down time during regularly scheduled intervals to promote data flow.Assists in reviewing real estate and personal property recapitulations.Assists in preparation of notice of proposed taxes (TRIM notice).Calculates sample tax notices for each taxing authority.Verifies sample proposed tax notices produced by data processing department.Prepares various memos and letters for taxpayers and others.Operates standard office machines.Documents finalized programs for computer.May be assigned to visit commercial establishments or other businesses to evaluate equipment and inventory.Reviews TPP account files, public conveyances of chattels, financing agreements and legal notices in local periodicals.Performs Certificate of Corrections data entry for tangible personal property.Assists with other administrative duties in the function of this office.Performs other related work as required. May be assigned to a specific area of the program. Minimum Qualifications KNOWLEDGE, SKILLS AND ABILITIESKnowledge of office practices, procedures and equipment.Knowledge of legal descriptions and property appraisal terminology.Knowledge of business English, spelling, and arithmetic.Ability to express oneself clearly and concisely, orally, and in writing.Ability to work independently and use good judgment.Ability to gain knowledge of appraisal methods and techniques.Ability to gain knowledge of the statutes and ordinances governing appraisal of property.Ability to learn to read and interpret maps, aerial photographs and other documents related to property appraisal.Ability to communicate effectively and courteously with the public.EDUCATION AND EXPERIENCEHigh school graduation or possession of an acceptable equivalency diploma.Two (2) years' experience in accounting, tax preparation, real estate, land development, construction, building trades, materials, or other related fields. (A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.) LICENSES, CERTIFICATIONS, OR REGISTRATIONSPossession of a valid Florida driver's licenseEmployee must be able to obtain a CFE (Certified Florida Evaluator) designation within two (2) years after employment.
