Job Description:
MELE Associates, Inc. is seeking to add an experienced Task Leader - Project Manager I team member to support the Department of Energy (DOE) State and Community Energy Programs (SCEP).The Task Leader - Project Manager I position is located at the Department of Energy Forrestal Building, Washington, DC. This full-time position is contingent upon contract award.Essential Functions:
  • Provide guidance to the Contractor team that is responsible for achieving the objectives of the PWS, including but not limited to:
    • Procurement, Grants and Budget Support
    • Technical Project Management and On-going Oversight Project Management, Administration, Monitoring, Tracking and Analysis
    • Oversight and Special Activities
    • Technical Support and Crosscutting Efforts
      • Programmatic Planning, Technical Analysis and Evaluation
      • Technical Meetings, Facilitation and Information Dissemination
      • Coordination and Technical Support
  • Ensure the correct application of knowledge, skills, tools, and techniques to project activities to meet the project requirements.
  • Utilizes a management structure that standardizes the project-related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques.
  • Manages the project across the project life cycle from initiation to closure.
  • Maintains all project plans, project-related calendars, projects task plans, project budgets, and coordinates all associated Project Management Office activities.
Minimum Qualifications:
  • B.S. or B.A. in engineering, business administration, public administration, or a related discipline that provides the functional skills to perform the functions and responsibilities described in the position description is required. Four (4) years of relevant experience may substitute a Bachelor's degree to meet the minimum education requirement.
  • Eight (8) years of relevant experience is required. A Master's degree in a related discipline may substitute two (2) years of experience in fulfillment of the minimum experience requirement.
  • Should have considerable working knowledge of:
    • Principles, practices, and standards of public sector project/program management
    • Protocols and standard practices that pertain to assigned functional areas
    • Research techniques and report writing
    • Business English
    • State and federal labor laws and regulations
    • Analytical techniques applied to project/program management
    • Obtaining, verifying, and evaluating general and statistical information
    • Computer software utilized in project/program data collection and analysis
Preferred Qualifications:
  • Current and active DOE Q Clearance.
  • Project Management Professional (PMP) certification is desirable.

  • Telework options are available with a requirement to be in the office at least three days a week, based on the level of in-person meetings and office needs.
