Under direction, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement.Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability.Provides technology and business subject matter expertise on Enterprise Justice Systems transformation projects; serves as technical lead on enterprise-wide justice systems projects.Must be able to lead, coordinate, and provide status reports on technical projects. Must be able to serve as a technical resource on projects coordinated by others.Able to present complex technical information clearly to a non-technical audience, with the ability to provide the appropriate level of detail.Provides justice systems technical support for all aspects of justice systems environments and provides technical advice and guidance to junior technical staff.Works with all products and components of the Tyler software suite to include, but not limited to: Enterprise Justice (Odyssey), Odyssey Portal, Judge Edition, Enterprise Supervision, Enterprise Custom Reports (ECRs), CivilServe, Alliance, Parallels, eFile, Research:TX, Jury, and both Tyler-written and Bexar-written integrations.Knowledgeable in both Amazon Web Services (AWS) and Microsoft Azure cloud platform.Creates, maintains, and reviews enterprise justice systems architecture artifacts to include systems diagrams and integration requirements.Prepares accurate and detailed configuration and functional specification documents; documents current state architectures and integration designs; prepares client-facing systems documentation, to include communication plans, high-level systems overviews, and solution recommendations.Acts as a liaison between various Offices and Departments to elicit, analyze, communicate, and validate business requirements for changes to business processes, policies, business systems, and to support Enterprise Justice Systems and Enterprise Architecture in the Demand assessment and screening processes.Assist in strategy development, implementation, and tracking; recommends opportunities to optimize application configurations to maximize support levels.Analyzes vendors and software agreements to ensure alignment with current and future needs.Participates in efforts to evaluate, select, and implement third party software, vendors and/or service providers; interacts with software, hardware, and/or professional services vendors.Maintains a close and respectful working relationships with all staff, and all vendors.Provides technical support for the configuration and implementation of COTS (Commercial off the Shelf) and custom developed software applications related to enterprise justice systems.Able to work in a team.Must be able to work independently with minimal supervision and meet deadlines and reporting requirements.Strong problem-solving, critical thinking, decision making, and analytical skills.Excellent oral and written communication skills required.Able to work effectively and respectfully in a culturally diverse environment with customers and team members of differing technical competencies.Performs other related technology duties and projects as assigned.Graduation from an accredited college or university with a relevant degree, seven (7) or more years of experience, or an equivalent combination of education and experience.Must have 7 or more years' experience with business and justice systems.Must have 7 or more years' experience in systems analysis and/or programming methodologies.Advanced knowledge of client-server technology and relational database management system.Advanced knowledge of cloud platforms to include Amazon Web Services (AWS) and Microsoft Azure.Highly skilled in analytical and problem solving.Ability and willingness to learn new systems and technologies; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public.Must have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis.Demonstrates technological intuitiveness.Must secure and maintain a favorable background investigation.Must clear a pre-employment physical and a pre-employment drug screen test.Required to be on call 24 hours.May be required to work more than 40 hours during the workweek.May be required to work weekends.This position may need to satisfy the requirement of completing and passing an assessment during the employment process.Working Environment and Physical Demands: Constantly working in indoor / telework conditions.Frequently moves items weighing up to 10-15 pounds.Occasionally moves objects weighing up to 15-30 pounds.Occasionally move about the office / telework office.Frequently communicates with others using approved technological resources;
