So come join our team and help us build a brighter future.The successful candidate will function as technical lead on implementation of major projects and will be part of a team that supports Operation Management Systems in STO Computer Operation department. The System Specialist is responsible for leading system development and vendor implementation efforts, from project initiation through post implementation support while following and enforcing the departments change management process to ensure timing of the changes does not jeopardize the availability and reliability of the systems. This role will initiate the efforts, lead internal team and cross-functional teams as required, engage vendors and company stakeholders, and monitor and control all project activity throughout the project life-cycle. This job might have management responsibility over one or more contractors. The selected candidate will act as the liaison between product owners, architects, development team members, trainers, testers, and analysts to build and maintain enterprise/department-level software solutions. They will also be responsible for working on all aspects of new applications development as well as vendor systems implementations: planning, requirements gathering, business analysis, design, development, testing, quality assurance, training, implementation, and on-ongoing technical support. They will also work on day-to-day administrative tasks, problem solving, and issues resolution. They will promote best practices and use of cybersecurity tools and follow procedures and guidelines to ensure complete compliance with the regulatory requirements, including NERC CIP and FERC Standards of Conduct requirements. This job requires the selected individual to be on-call during off-hours on a rotation basis. Responsibilities Core Responsibilities
  • Portfolio Scope: Lead analyst for one or more systems within Computer Operations. Manages and prioritizes customer requests, analyzes business requirements and presents solution options to business needs. Provides expertise and delivers value beyond immediate initiative goals.
  • Operations: Manages incidents including timely and relevant communication. Triage problems, remediate, analyze root cause, and implement incident prevention using techniques such as Human Performance Improvement
  • Deliverables: Design documents, develop/code and deliver subsystems/POC, develop project plans for medium complexity projects
  • Business Relationships and Management: Coaches and influences business managers in technology decisions. Engage with internal and external partners regularly to overcome blockers and develop efficient and widely usable products. Understands and anticipates the needs and requirements of business partners. Prepares and conducts regular status updates on moderate sized projects.
  • Vendor Management: Effectively develop, manage, and strengthen vendor relationships to align vendor products and services with business and Computer Operation objectives.
  • Decision Making: Provides guidance and develops alternatives and recommendations. Gains support for recommendations.
  • People Leadership: Manages employees and contractors. Provides regular development feedback. Lead the team and work with cross-functional teams to achieve all project goals. Coach and technically train new team members.
  • Performance Improvement: Ability to analyze, discover, and recommend opportunities for systems or process improvements
  • Communications and Change Management: Communicates effectively across multiple stakeholder groups to influence project outcomes and steer towards enterprise goals. Proactively engages leadership at the manager, department manger and general manager levels. Partners on delivering successes and managing challenges early. Solicits and implements feedback. Manages change proactively.
  • Perform other related tasks and assignments as required.
Qualifications Required Education/Experience
  • Master's Degree in Computer Science, Information Technology, Engineering, Math, Business, or applicable degree and with a minimum of 4 years relevant experience; or
  • Bachelor's Degree in Computer Science, Information Technology, Engineering, Math, Business, or applicable degree and with a minimum of 5 years relevant experience; or
  • Associate's Degree in Computer Science, Information Technology, Engineering, Math, Business, or applicable degree and with a minimum of 6 years relevant experience; or
  • High School Diploma/GED Technical Certification in IT Technologies and a minimum of 8 years work experience in relevant field required
Relevant Work Experience
  • 4+ years of experience with 3 or more the following technologies/competencies:
  • Object-oriented programming, such as Microsoft .NET (VB , C#) or Java;
  • Web Development using Angular 12 or later, HTML, HTML 5, Web Forms, Web Services, XML, Web API 2.0, JavaScript and ASP.NET/MVC;
  • Oracle RDBMS development (supported versions) or SQL Server development (supported versions);
  • Structured Query Language (SQL), SSIS or SSRS;
  • Business Analysis;
  • Project Management Required and
  • 1+ years of experience in developing applications and/or databases with 2 or more the following technologies/competencies:
  • Microsoft Cognitive Services, Azure AI Services (Azure AI/ML and/or Azure OpenAI Service), Containerization (Docker), and Orchestration (Azure Kubernetes Service); Python; Power BI; SharePoint development Required and
  • Experience implementing medium to large scale projects. Required and
  • Excellent oral and written communication skills. Must be able to plan, organize and lead meetings. Must be able to translate functional requirements to technical information. Must be able to develop documentation that will be consumed by users of diverse backgrounds and skills. Required and
  • Strong analytical and problem-solving skills. Required and
  • Must have ability to learn new technology as required for the job using documentation and other available resources. Required and
  • Flexibility to work on multiple assignments with changing priorities and stay on schedule/on budget. Required and
  • Must have excellent work ethics and integrity. Required and
  • PMP Certification is a plus. Preferred
  • Experience as a dedicated participant on a medium to large scale systems development project is a plus. Preferred
  • 1+ years of experience in developing applications and/or databases using Ingres and OpenRoad is a plus Preferred
  • Experience with AutoCAD and/or Visio is a plus. Preferred
  • Understanding of energy utility industry is preferred. Preferred

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be willing and able to travel within Company service territory, as needed.
