CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to tens of thousands of persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency's databases, which are used to conduct research on case processing, court outcomes, and criminal justice policy in New York City. CJA's programs operate in the criminal courts and detention facilities 24 hours a day, seven days a week within the five boroughs of NYC, employing over 280 employees, citywide. WHY CJA? Program Summary NYCJA's Information technology team provides strategic vision, leadership, and innovative solutions so that our 280+ staff at 13 locations have the trusted data and applications they need to provide high quality pretrial services and research. IT staff have a strong customer focus, partnering with business units and stakeholders to pilot new programs, and create custom applications with an eye towards future business needs. Position Summary As a Technical Program Manager at NYCJA, you play an essential role in ensuring all development projects are successfully completed and our critical systems are maintained. You will work closely with internal and external stakeholders in a dynamic, evolving environment, on initiatives that help solve complex technical challenges and business problems within the pretrial justice system. Your years of program management, agile development background and strategic mind set will allow you to understand the technical needs and challenges, develop and manage a comprehensive program plan (including schedules, cross-functional dependencies, & risks) and work with IT executive management in executing an impactful development agenda. Program Management:
  • Develop and maintain the project management plans that lay out the products and services to be delivered with key milestones and activities.
  • Ensure that needed staff resources are available to deliver approved projects on time.
  • Interact with stakeholders and development team to define new projects including scope definition and estimates for resources and timing.
  • Establish a cadence for planning, release, feedback and tracking with stakeholders. Prioritize new requests and understand the impact of those requests on already committed work and backlog items.
  • Analyze the impact of change requests or other stakeholder actions that impact project delivery. Communicate issues & concerns to management & stakeholders.
  • Work with the Stakeholder to identify the Key Performance Indicators (KPI) that will be used to measure project health, quality & performance. Ensure all KPI performance metrics are collected, analyzed, and reported to management.
Resource Coordination:
  • Ensure that tasks necessary to maintain business operations are logged in Azure DevOps
  • Collaborate with project leads to understand cross team dependencies and schedule work to avoid impediments. Understand and communicate scope changes/modifications that affect the overall project timeline.
  • Foster a collaborative approach to projects while holding team members and stakeholders accountable for action items and timelines.
  • Track team progress against program timelines and collaborate with teams to craft solutions to impediments and to get back on track if a project is falling behind schedule.
  • Work with team leads to identify and coordinate requirements for reporting and data analysis.
  • Use your experience, collaboration and data driven approach to identifying risks and opportunities . Escalate issues/concerns to Executive IT director and appropriate managers.
Facilitate effective meetings:
  • Facilitate team meetings (internal and external) to address project status, ensuring that projects with delays have approved action plans.
  • Work with team leads to ensure that meetings have documented talking points and action items. Ensure closure of key action items.
  • Communicate program and project status though tracking reports which include needed actions to maintain schedules.
  • Provide templates & best practice documents to project leads to ensure consistency
Strategic Leadership:
  • Understand architectural solutions, able to suggest alternate solutions that achieve business goals and/or drive the adoption of alternate solutions in order to meet business objectives.
  • Identify training needs and other strategic planning requirements to mitigate risk on new project development.
Requirements:
  • PMP or PgMP certification required
  • Bachelor's degree in computer science, Engineering or other related technical discipline or relevant experience.
  • Demonstrated long-term planning experience and execution skills in building a project from kick-off to close.
  • Outstanding leadership, management and communication skills, including the ability to adapt to changes in a fast paced and often ambiguous environment.
  • Ability to work effectively with multiple stakeholders who may have competing priorities
  • Self-motivated, comfortable working independently with track record of success in managing a portfolio of complex projects
  • 5+ years' experience managing IT programs and projects in an agile environment with hands on experience as a program manager or project manager for software development teams.
  • Experience managing data warehouse, data analytics projects a plus
  • Experience generating impactful reports, metrics and data visualizations using technologies like PowerBI, Tableau, Visio
  • Technical knowledge of architecture and agile development practices, experience with Azure DevOps a plus.
  • Analytical and problem-solving experience and the ability to rapidly shift priorities as necessary is essential.
  • Excellent written and verbal communication skills and experience presenting and communicating complex concepts across all levels of leadership
LOCATION: Lower Manhattan SALARY: $110k-$130kNote: This is a hybrid role: 3 days in office Tuesday thru Thursday and 2 days remote Monday and Friday.
