General Summary of Position The Technical Project Manager will support high-priority Digital Transformation efforts by providing management, coordination, technical expertise in the execution of approved projects, owning the technical lifecycle through to completion, according to planned milestones and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver project results and realizing value according to plan. The Technical PM defines project objectives and oversees quality control throughout the project life cycle, and plays a key role in the overall digital transformation of MedStar Health by being a champion and leader in upskilling the organization in agile ways of working. Primary Duties and Responsibilities Designs, monitors, and reports against project plan technical milestones and deliverables; coordinates regular meetings between project stakeholders to maintain progress and drive accountability across the organization. Designs and delivers technical and program management documentation, including requirements, test plans, user acceptance, RACI, SLAs, and vendor management plans. Provides subject matter expertise, consultation and technical insights in the development of journey maps, user acceptance testing, and workflow optimization activities, among others, as they relate to Digital Transformation program activities. Partners with Enterprise Access, Product, and Data and Architecture teammates to ensure delivery of products built and scaled to support value-driven use cases. Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards, and safety standards. Complies with governmental and accreditation regulations. Builds, develops, and grows internal relationships vital to the success of the project. Coordinates project post mortems and creates a recommendations report in order to identify successful and unsuccessful project elements. Coordinates the estimations of resources and participants needed to achieve project goals. Provides support for technical and data-related bugs or requests on the digital platform, including meeting coordination, JIRA ticketing management and documentation. Owns downtime issue tracking and resolution, including engaging appropriate technical resources, opening support tickets, coordinating a tech bridge, and ensuring RCAs are developed and documented. Directs and manages project development from beginning to end. Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders. Effectively communicates project expectations to team members and stakeholders in a timely and clear fashion. Acts as liaison with project stakeholders on an ongoing basis. Partners with internal and/or external technical teams to develop and facilitate comprehensive integration testing, uptime monitoring plans, SLAs, etc. Identifies and manages project dependencies and critical paths. Plans and schedules project timelines and milestones using appropriate tools. Tracks project milestones and deliverables. Develops and delivers progress reports, proposals, requirements documentation, and presentations. Determines the frequency and content of status reports from the project team, analyzes results, and troubleshoots problem areas. Proactively manages changes in project scope, identifies potential crises, and devises contingency plans. Defines project success criteria and disseminates them to involved parties throughout the project life cycle. Maintains a risk matrix and key activities summary. Escalates known issues and risks to project leads and provide context, potential solutions, and necessary actions for resolving them. Sets and continually manages project expectations with team members and other stakeholders. Delegates tasks and responsibilities to appropriate personnel. Identifies and resolves issues within the project team. Participates in meetings and on committees and represents the department and business unit in community outreach efforts. Coordinates with MedStar Health security and compliance teams to ensure technical all solutions align to MedStar data and security standards. Minimum Qualifications Education Bachelor's degree in technical discipline, business administration or relevant field with preferably foundation level certification in project management required One year of relevant education may be substituted for one year of required work experience. Experience 3-4 years 4 years relevant experience in project management preferably in a digital technology/ software development role required One year of relevant professional-level work experience may be substituted for one year of required education. Licenses and Certifications No special certification, registration or licensure required Knowledge, Skills, and Abilities Deep expertise with formal project management methodologies, including Agile and SCRUM. Experience managing projects within common SDLC processes. Experience with project management tools, Jira/Confluence. Excellent technical problem-solving skills and ability to exercise independent judgment. Strong verbal and written communication skills with the ability to effectively interact with all levels of management, internal departments, and external agencies. Excellent time management skills with the ability to oversee multiple workstreams and simultaneous projects. This position has a hiring range of $70,428 - $131,310
