Job Details:

Under the direction of the Laboratory Manager, the Technical Specialist coordinates and directs the activities of all personnel within assigned section. Additional responsibilities include developing a work plan, and implementing established policies and procedures to ensure timely and accurate completion of assignments. Ensures department procedures and processes meet all regulatory compliance RESPONSIBILITIES Oversight of departmental functions

  • Coordinates and oversees the daily operations and work assignments to ensure timely and accurate result reporting of department section.

  • Maintains the competencies of designated technical staff

  • Monitors new technical staff orientation and training to ensure appropriate progress and effective and timely training completion

  • Monitors student rotations and ensures appropriate progress.

  • Coordinates staffing resources with other laboratory departments to ensure adequate staff collectively amongst the departments. Proactively and cooperatively, with other laboratory leadership personnel, identifies and implements modified staffing pattern(s) based on patient care needs and/or staffing constraints and/or financial restrictions.

  • Flexes staff voluntarily in reaction to workload volumes; independently assures staff float to other areas during patterns of lower workload volumes.

  • May coordinate and oversee a laboratory or hospital program beyond the scope of respective section/area

Clinical expertise

  • Functions as a highly skilled technologist in respective department.

  • Demonstrates comprehensive knowledge of test theory and is available to clinicians as a resource for correlation of lab data with patient s clinical presentation.

  • Expands knowledge in the field through continuing education; e.g., seminars, outside programs, etc.

  • Provides technical assistance in the development of new procedures and processes. Collaborates with Laboratory Manager and assists with the implementation of new test systems and/or processes and ensures all regulatory requirements are met

  • Demonstrates sound professional judgment, accuracy, thoroughness and critical thinking skills in daily department operations and in handling of problem situations.

  • May professionally represent the hospital in outside functions, programs or events.

Quality Control / Quality Assurance and related duties

  • Assists in establishing, maintaining and evaluating quality control systems, ensuring complete and appropriate documentation.

  • Tracks QC performance, monitors trends. Troubleshoots QC issues as they arise. Reports and resolves issues, as appropriate. Thoroughly and accurately documents all actions.

  • Serves as a member of the laboratory Quality Management System Program Committee and Laboratory Bio-Safety Committee

  • Reviews quality improvement data; identifies, assesses, makes recommendations and participates in the implementation of problem resolutions.

Clinical Management

  • Assists in establishing, implementing and enforcing general laboratory policies

  • Supports, enforces and adheres to all hospital and personnel policies in a consistent and effective manner.

  • May assist in oversight of other departments in supervisory absence

  • Conducts staff counseling in an objective and consistent matter offering guidance and supervision. Prepares and performs coaching and/or counseling sessions for employees, consulting with Manager as appropriate

  • Interviews, makes recommendation for hire, orients, trains and appraises staff within established timeframe

  • Delegates tasks to staff. Monitors progress and provides support and guidance as needed to ensure timely completion.

  • Ensures timely and accurate submission of CAP proficiency tests. Reviews results and follows through when results fall outside of expected range; e.g. investigation, correction action, monitoring

  • Ensures timely completion and communication of delegated tasks and projects assigned by Manager and Director. Respects deadlines consistently meeting them successfully; communicating when issues arise.

  • Ensures adequate inventory and supplies for testing and support tasks

Fiscal Responsibility

  • Actively participates in the development and adherence of department budget. Collects order history data in order to compile accurate financial data for next budget year.

  • Identifies opportunities for cost savings of reagents and supplies (e.g. instrumentation, process changes)

  • Other responsibilities

  • Demonstrates initiative and resourcefulness in areas such as information systems and other tasks, making recommendation for problem resolution and improving workflow and efficiencies

  • May be responsible for the oversight and administration of a lab project or program beyond respective department.

  • May participate in, a hospital quality related initiative; i.e. core measures, dashboard data reporting, interdisciplinary committee project.

QUALIFICATIONS/REQUIREMENTS EXPERIENCE

  • Four years of clinical laboratory experience.

EDUCATION

  • Bachelor s degree in Medical Technology or equivalent experience, required.

  • Must satisfy one of the education and training pathways for Clinical Laboratory Technologist as outline in the NYS Education Law through either the standard pathway or one of the special provision pathways

LICENSES/CERTIFICATIONS

  • Current licensure in New York State as a Clinical Laboratory Technologist

OTHER

  • If applicable, the individual performing this job may reasonably anticipate coming into contact with human blood and other potentially infectious materials. Individuals in this position are required to exercise universal precautions, use personal protective equipment and devices, and learn the policies concerning infection control.
