Genesis Consulting is seeking a Technology Consultant with expertise in business transformation and technological integration for our GSA ETSNext initiative. As the Technology Lead for the GSA ETSNext project, you will drive the architectural vision and implementation of a transformative travel and expense management system for federal agencies. This role requires expertise in cloud-based SaaS platforms, a deep understanding of secure, scalable solutions, and a commitment to innovation. You will work closely with federal stakeholders, technology vendors, and internal teams to align solutions with federal standards, improve system capabilities, and ensure robust security and compliance.
Duties and Responsibilities:

System Architecture and Design:
- Develop and manage a comprehensive technology roadmap for the ETSNext travel and expense solution, ensuring alignment with federal objectives and industry standards.
- Collaborate with cross-functional teams to design secure, scalable systems that integrate with financial, HR, and identity management systems, supporting both on-premises and cloud-based environments.
Project Management and Coordination:
- Oversee the planning, execution, and delivery of the ETSNext project, coordinating with IT, finance, and external vendors to meet timelines, budgets, and stakeholder expectations.
- Manage relationships with technology vendors and partners, implementing third-party solutions and integrations, such as travel booking tools and expense management systems.
System Security and Compliance:
- Oversee the security of ETSNext's solution, ensuring adherence to FedRAMP, NIST, and other regulatory standards, incorporating Zero Trust Architecture, data encryption, and MFA.
- Ensure compliance with federal regulations, such as the Travel and Transportation Reform Act and Federal Travel Regulation (FTR).
Data Management and Reporting:
- Develop data strategies for ETSNext, focusing on data collection, integrity, and accessibility, and support the creation of analytics dashboards for actionable insights into travel expenses, compliance, and efficiency.
- Ensure data reporting aligns with agency financial management needs, supporting efficient decision-making.
System Integration and API Management:
- Lead integrations with enterprise systems, such as financial and HR platforms, using secure and scalable APIs.
- Manage API gateways to control data access, monitor usage, and maintain robust documentation for seamless data exchange.
Stakeholder Engagement and Communication:
- Engage with finance, procurement, HR, and other departments to gather requirements, ensuring ETSNext meets the needs of all users.
- Implement change management processes to support new technology adoption, providing communication, training, and end-user support.
Continuous Improvement and Innovation:
- Stay updated on travel and expense management technology trends, leading initiatives to improve ETSNext capabilities through automation, AI, or advanced analytics.
- Monitor system performance and user feedback to drive optimizations in response to business needs and technology standards.
Support and Training:
- Oversee ETSNext support infrastructure, ensuring users have access to helpdesk services for troubleshooting and system guidance.
- Develop and implement training programs to ensure end-users understand the system's features and are updated on new functionality.
Minimum Qualifications/Experience:
- Minimum of seven (7) years' experience in duties associated with the Technology Consultant role
- Strong technical program leadership capabilities
- Experience working with Federal Agencies in mult-vendor, scaled Agile environments
- (Preferred) Knowledge of Federal Travel & Expense Guidelines and Policies
- Cloud-Based SaaS Platform: Experience in centralized cloud configuration and management, meeting scalability and flexibility needs for multiple federal agencies.
- Platform Components: Familiarity with tools and functionality such as:
-SAP Concur SaaS for travel and expense
-Cornerstone for data and reporting and mid-office ticket functionality
-MuleSoft API Gateway for integration
-Groupize for Surge Blanket Travel
-Everbridge for Duty of Care
-WalkMe for digital adoption and user guidance
- Security Standards: Expertise in FedRAMP compliance, data encryption (in transit and at rest), and Zero Trust Architecture principles including microsegmentation, continuous validation, and SASE.
- Identity and Access Management: Proficiency in ICAM for identity validation and Role-Based Access Control (RBAC) to ensure data security.
- Financial Systems Integration: Knowledge of secure API interfaces and data integration with Financial Management systems.
- Networking and IPv6: Understanding of IPv6 and modern networking standards to support a scalable and future-proof solution.
Minimum Education:
- Bachelor's Degree in Computer Science, Information Systems, Business Administration, or another related field.
