Job Summary:
The Telecommunications Specialist will be responsible for the installation, maintenance, and management of HRT computer systems hardware/software, stand-alone and/or networked as well as telecommunications systems and voice network management systems. Assist in the development and improvement of HRT information technology services.
Essential Job Functions:

• Field all calls for telephony and telecommunications systems assistance by HRT employees.
• Install, maintain, and upgrade hardware and software of HRT telephony and telecommunications systems.
• Report all calls for assistance in electronic tracking software.
• Provide ad hoc user training as required to help customers effectively utilize HRT telephony and telecommunications systems.
• Compile, write, maintain written documentation of all HRT systems configurations, and ensure adherence to HRT minimum hardware/software requirements.
• Maintain awareness of advances in information technology and recommend modifications to HRT systems as required.
• Participates in the specification, configuration, implementation, and support of PBX, Voice Mail, and peripheral telecommunications equipment.
• Participates in and/or leads voice and data circuit and network design, selection, and implementation activities, and interfaces with phone system and carrier vendors to place orders, coordinate installation, and resolve issues.
• Perform monitoring and analysis activities across the voice network architecture and make recommendations as to the timing and selected design solutions for upgrades to the phone system equipment as well as voice/data carrier services and technologies such as local, long distance and international voice, call routing, and shared voice/data transport facilities.
• Coordinates the selection and purchase of telephony and telecommunications systems hardware and software for HRT.
• Implement and monitor execution of the backup routine for all HRT telephony and telecommunications computer systems.
• Provide development and/or maintenance of specialized HRT software programs.
• Support cyber security baseline implementation protection strategy at HRT.
• Implement and manage server-based applications used to deliver telephony and telecommunications systems.
• Monitor various system logs for problems or unusual behavior.
• Support high-profile Transportation District Commission of Hampton Roads Committee and Commission level meetings, as well special events as directed.
• Manage records created and received in compliance with the Records Management Policies and Procedures.
• Performs other duties as required by the Sr. Director of Technology Services.
Required Knowledge, Abilities and Skills essential to Job Functions:
In depth knowledge of Microsoft server operating systems, Active Directory, DNS, DHCP and server hardware is essential. Ability to install, configure and troubleshoot server operating systems, software, and
related hardware is required. Familiarity with MS Office Suite required. Knowledge of voice network monitoring systems including products for Cisco & Avaya hardware test procedures, carrier circuit software
test programs, remote diagnostic, access and MAC techniques, traffic engineering and design. Ability to resolve moderately complex problems with minimal supervision. Ability to stay abreast of, and adapt
to, the current technology environment. Ability to assess communication practices, and research and analyze emerging technologies. Ability to communicate effectively both orally and in writing. Ability to
quickly identify problems and implement solutions with minimal downtime. Critical thinking - Using logic and analysis to identify the strengths and weaknesses of different approaches.
Qualifications:
Training and/or Education:
Bachelor's degree in Computer Science, Management Information Systems, Information Systems or a related field
Required Experience:
Three years of experience supporting Avaya Communications Manager / Avaya Aura suite.
Three years of experience supporting Mobile Device Management solutions like MaaS360 and InTune.
Three years of experience supporting Windows in network environment. Experience with networking protocols, particularly TCP/IP, DNS, DHCP, WINS, and telecommunications systems and voice
network management systems. Knowledge of server hardware and troubleshooting skills are essential. Knowledge of data storage systems and virtualization is desirable.
