General Description
The Orange County Tax Administration Department has an opening for a Temporary Vehicle Appraisal Technician.This temporary position will support the Vehicle Appraisal Team by contributing to billing licensed vehicles, adjusting vehicle values due to appeals, prorating vehicle tax bills, entering data and verifying property characteristics. In addition, this position will perform tasks related to individual personal property for tax purposes.
Work is performed under the general supervision of the Personal Property Appraisal Manager with some exercise of independent judgment within the framework of applicable rules, regulations, policies and procedures, in the performance of duties. Does related work as required.

EXAMPLES OF ESSENTIAL FUNCTIONS

Provides support in completing monthly queues from the North Carolina Division of Motor Vehicles for billing of motor vehicle taxes including examining rejected records and keying information such as tax jurisdiction, situs information and values. Files paperwork, mails correspondence.
Provides support in assisting taxpayers with registered motor vehicle questions, concerns, appeals, adjustments, prorations, county changes, and refund requests.
Provides support for the valuation of tangible personal property. Valuation is to be done in accordance with NCGS 317.1. Provides support, corresponds with mobile home park owners to ensure that all structures within the park are listed and valued.
Open, sort and scan individual personal property listing forms. Review the forms for listed new construction and ensure the information is properly provided to the Real Property Manager.
Assists taxpayers with questions, concerns, appeals, adjustments, prorations, refund requests and county/residence changes;
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
Performs clerical functions (i.e. scans, faxes and copies documents, maintains physical and electronic files and records, opens and distributes mail, faxes documents).
Adheres to the department's safety rules and regulations.
Performs other related duties as required and/or assigned.
Full Performance of Knowledge, Skills, Abilities
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Some knowledge of procedures and techniques used to determine valuations of motor vehicles and personal property is preferred.
Familiarity with applicable tax laws and NC General Statutes or has the ability to read and interpret.
Ability to effectively communicate both orally and in writing; ability to communicate with taxpayers and diffuse taxpayer frustration.
Ability to establish and maintain effective professional relationships with County employees and taxpayers.
Ability to communicate effectively both orally and in writing.
Ability to perform basic mathematical calculations
Ability to effectively use computer applications such as spreadsheets, word processing, calendar, email.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
Graduation from high school or possession of a high school equivalency diploma andtwo (2) years of clerical work, data entry, accounting, and administrative office assistance.
One (1) year of work experience using Microsoft Office products which include Outlook, Word, and Excel.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS.
Must be able to physically perform(with or without reasonable accommodation) the basic life operational support functions of sitting, walking, fingering, grasping, reaching, talking, hearing, handling and repetitive motions of the hands and wrist.
Ability to perform sedentary work, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.
Possess the visual acuity to prepare and analyze data and figures, perform extensive reading, and perform work on a computer.
