General Description
The Orange County Solid Waste Management has openings for Temporary Convenience Center Operators. An employee in this temporary position is primarily responsible for screening incoming materials to the Solid Waste Convenience Center, monitoring open top containers for acceptable materials, maintaining aesthetics including grounds and buildings, directing the general public for placement of materials in appropriate containers while fielding questions, and providing information.
Work is performed under the general supervision of the Solid Waste Program Supervisor with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties.
The number of hours worked will vary from week to week. The work schedule will include Saturdays and Sundays.

Opens and closes a waste and recycling center and assists with heavy waste disposal by operating a skid steer loader or bobcat and compacting containers.
Monitors customer loads for unacceptable or banned materials and reports findings; ensures materials are placed in the correct recycling containers and assists customers unload items as needed.
Operates compactors for waste, recyclables and bulky materials.
Monitors open top containers for acceptable materials and ensures full containers are replaced with empty ones.
Enforces load limits, records site usage and maintains records; ensures patrons are residents of Orange County.
Maintains structures and work areas free of debris and litter; performs basic tree-trimming, removal of weeds and painting.
Assists in removing chlorofluorocarbon (CFC) material from white goods delivered to the landfill for recycling (certification required).
May manage Household Hazardous Waste (certification required).
Provides excellent customer service with a positive attitude and professional demeanor; directs the general public to appropriate containers, answers questions regarding Solid Waste department procedures and practices, and explains proper access and use of the landfill to the public.
Oversees the operation of a public salvage shed and enforces adherence to the Solid Waste Scavenging Policy; enforces the number of patron visits per day and time spent at the shed, and has authority to deny items based on usability and condition of the item(s).
Adheres to the departmental and manufacturer's safety rules and regulations, and uses appropriate Personal Protective Equipment (PPE); ensures the safety of self, patrons and other employees.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments and routing.
Performs related duties as required.

Thorough knowledge of the operation of basic heavy equipment such as bobcat, compactors, bulk containers, and skid steer loaders, and demonstrated skill to properly use assigned equipment.
Thorough knowledge of occupational hazards and safety practices, and the ability to apply these practices to assigned work.
Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy thoroughness and the physical condition commensurate with the demands of the position.
Ability to read, understand and enforce ordinances, rules and regulations.
Ability to scrutinize incoming materials to ensure compliance with ordinance and policy to regarding permissible acceptance of materials.

Ability to remove refrigerant and process in accordance with HVAC and EPA Refrigerant Recovery and Recycling Act (if applicable.)

Ability to establish and maintain effective professional relationships with the general public, management, co-workers, vendors and sub-contractors.
MINIMUM QUALIFICATIONS
Graduation from High School or General Educational Development (GED) test equivalency.
SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions(with or without reasonable accommodation)of standing, sitting, driving, pushing, pulling, walking, bending, stooping, kneeling, lifting, climbing, carrying, grasping, reaching, talking, hearing, handling and repetitive motions of the hands, wrists and feet.
Ability to perform heavy work, exerting in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
Must possess the visual acuity to visually inspect parts and materials, use hand tools and scrutinize materials and incoming loads.
Worker is subject to mechanical hazards involving electrical devices and machinery with moving parts.
Worker is subject to inside and outside environmental conditions including extreme hot and cold temperatures, atmospheric conditions (wind, rain, ice/snow and humidity) for extended periods of time during the day or night.
Worker is subject to above average noise and vibrations.
Worker is subject to exposure with hazardous materials including chemicals, grease, oil, and Freon.
Worker is subject to exposure to respiratory hazards including fumes, gases, chemicals, smoke, dust or dirt.
Worker has potential to be exposed to potentially infectious bodily fluids (i.e. saliva from recyclables) and chemicals that may or may not cause burns or irritation to the skin, respiratory system or eyes.
