Job Description:
NYS Office of Children & Family Services (OCFS) is seeking a Tester ExpertDay to Day task include:
  • Review Welfare Management Services coding guide, become familiar with the purchase of service types for OCFS programs.
  • Learn how to navigate the different screens in BICS as well as their purpose and relationship to BICS functions.
  • Review and understand data relationship between the various areas of the Benefits Issuance Control System, Welfare Management System and Connections.
  • Gain an understanding of BICS functions and how data is captured and stored in BICS as well as how changes impact different functions of the BICS.
  • Gain an understanding of BICS Service Payments and the BICS functions impact on those payments. Including authorizations, roster generation, voucher processing, check production and composite generation.
  • Gain an understanding of coding of purchase of service types including commodity codes, rates, level of difficulty, eligibility, indicators, Connections activities, retro claiming and accounts adjustments.
  • Gain expertise in all BICS Inquiry functions to review data and testing results.
  • Gain the ability to accurately perform all BICS processing including roster generation, voucher processing, check production, composites generation, accounts adjustment, BPR (BICS Production Requests) reports and Connections Activities data entry.
  • Gain a working relationship with BICS programmers to coordinate testing, report errors found in testing, re-test after system fixes and report testing results.
  • Gain the understanding and ability to perform ECL (Executive Control Language) commands in Demand to edit, compare, and email output files/report; run BPR jobs; run Retro Claiming/Retro Rate jobs; and monitor all jobs while running.
  • Gain expertise in locating output text data files in the SSPS Folders and utilize Excel conversion routines to compare output data from BICS processing.
  • Gain a working relationship with BICS programmers to coordinate testing, report errors found in testing, re-test after system fixes and report testing results.
  • Data Test Plans
    • Review test plans to gain a comprehensive understanding of the expected outcomes of each test
    • Gain a comprehensive understanding of various systems changes to independently create test plans
    • Implement test plans and analyze results to determine issues.
Requested Qualifications:
  • 84 months experience creating test plans and test data for various scenarios
  • 84 months experience utilizing demand environment Client Executive Control Language (ECL) and the demands to create test ECL for jobs, run jobs, track jobs, copy files restore files, transfer files and email files for management and finance staff.
  • 84 months experience testing of the legacy payment system for many financial questions, issues, policy concerns and problems regarding Child Welfare payments and claiming reimbursement
  • 84 months experience troubleshooting production system issues or problems utilizing lower environments to determine which areas of applications are affected and help to determine possible solutions
  • 72 months of familiarity with COBOL language
  • 72 months experience in regression testing to ensure there were no unintended errors within linked subsystems.
  • Bachelor's Degree
Work hours and location:
  • Full time role with engagement length of 12 months
  • Daily work hours: Candidate can choose start and end time between 8am-5pm to work a 7.5 hour day.
  • Physical office location: 52 Washington St. Rensselaer, NY 12144
  • Telecommuting options: 5 days total in a two week time period, 3 days one week, 2 days alternating week
