Salary : $80,509.00 - $125,912.00 AnnuallyLocation : 2523 Charlotte Highway, NCJob Type: Full-TimeJob Number: 202300239Department: TRAFFIC & TRANSPORTATIONOpening Date: 10/04/2024Closing Date: ContinuousFLSA: ExemptGeneral Statement of Duties Performs complex professional, technical, and administrative work directing the operation of the Traffic and Transportation Department with experience in traffic engineering studies, traffic analysis, traffic signal design, signal timing, signing and pavement marking design, and intelligent transportation system (ITS) planning/design. This position is responsible for planning, direction and supervision of the traffic control operations including the installation, maintenance, and repair or electronic traffic signals, traffic signing, and traffic marking devices. Distinguishing Features of the Class An employee in this class plans, organizes, oversees, coordinates, reviews, and directs the work of employees engaged in all programs and activities of the municipal traffic systems and infrastructures. The employee provides technical advice and assistance to other departments, outside agencies, Public Services Director, Assistant Town Manager, Town Manager and the Board in long and short-term project planning, design, construction, maintenance, operations, and other programs. Work also includes contract and project management, handling citizen issues, budget, and personnel administration of the department. The employee represents the Town to a wide variety of citizens, developers, state and federal regulatory officials, media, etc. Work is performed under the direction of the Public Services Director. Duties and Responsibilities Planning, directing, coordinating, and supervising the operations, services and staff of the traffic and transportation department. Overseeing the planning, design, construction, inspection, maintenance, and repair of traffic and transportation systems, infrastructure, budget, and equipment. Supervise program and project development for all traffic modes, neighborhood and arterial traffic operations, high collision analysis, traffic operations, investigation and implementation activities, and traffic project design delivery. Perform forensic traffic engineering including standards compliance, traffic accident investigations and providing expert testimonials. Represent the Town as an expert witness in litigation regarding traffic accidents and responsibility regarding the maintenance of safe and proper traffic control for the entire Town. Develops and standardizes procedures and methods to improve the efficiency and effectiveness of services, projects, and activities; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Director. Manage Traffic Operations section to provide for the safe and efficient movement of people and goods through the Town transportation network. Performs selection, promotion, training, and necessary disciplining of department personnel in consultation with the Public Services Director. Sets priorities and deadlines and provides guidance and direction. Prepares annual budget and monitors day to day department expenditures. Attends public meetings and committee meetings as required in the performance of duties. Performs related tasks and special projects as requested. Minimum Education and Experience Bachelor's Degree from an accredited college or university in traffic, civil, or transportation engineering, or related field, and five to seven years of professional experience in traffic/transportation engineering, maintenance, and construction; three years of supervisory experience or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Special Requirements:Registration as a Professional Engineer in the State of North Carolina or registered as a Professional Engineer out of state and able to obtain NC registration via reciprocity within 6 months.
