This position oversees that all departmental work is in compliance with Federal, State and County regulatory requirements and regulations. Employees in this classification function in an entry management capacity and are responsible for supervising maintenance and repair projects of traffic operations to ensure employees and general public are provided with a safe and efficient transportation system. - Manages daily operations of the department in the absence of Traffic Operations Manager.
- Ability to lead employees toward the goals and objectives of the organization, promote teamwork, enforce policy and procedures and monitor productivity.
- Plans, schedules and supervises staff and crews; reviews and inspects the work of employees involved in layout and making of signs, utilizing computerized equipment, screen printing, digital printing and hand methods to ensure high standards of safety and traffic maintenance are developed, met and maintained.
- Coordinates, arranges and supervises the completion of corrective and preventative maintenance in the application of thermoplastic along the County wide roadway marking infrastructure.
- Plans, schedules, and supervises the inspection, maintenance, and repair of the County wide traffic signal infrastructure.
- Inspects work sites to determine if work is being performed as required and checks to ensure compliance with applicable Federal and State guidelines of the County wide sign infrastructure.
- Participates in preparation and administration of maintenance budgets; ensures all functions and programs are performed within established budgetary parameters.
- Monitor County underground utility and fiber location services; reviews and modifies construction blueprints identifying conflicts with utilities.
- Oversees the County GIS sign inventory database for changes, additions and updates.
- Monitors the County school flashing beacon system; programing, installation, repairs and troubleshooting.
- Monitors message board loan program; scheduling, barricades, payment, budgeting and maintenance.
- Attends various meetings regarding service user needs, quality improvement projects and contractual services.
- Performs highly complex site inspections of skilled trades work for repairs, maintenance and new construction within the County to evaluate compliance with all applicable regulatory requirements.
- Maintains operational records and ensures necessary tools, supplies, materials and equipment are available for job completion.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum QualificationsEducation: Bachelor's Degree in Civil Engineering or related field and three of the five IMSA Certifications listed below.Experience: Ten (10) years of experience in Traffic Operations; 5 years of which must be in a managerial capacity; or an equivalent combination of education, and/or experience may be considered.Required License/Certification:

Knowledge, Skills and Abilities
- Thorough knowledge of principles and practices of budget development and administration.
- Extensive knowledge of Federal MUTCD / State FDOT standards, regulations, guidelines and compliance requirements with the ability to interpret these regulations to the general public in a professional and courteous manner.
- Ability to design, formulate and interpret technical data, equipment/labor data and operational cost information, statistical and other related reports, forms, maps and charts
- Detailed understanding of techniques, methods, practices, tools and equipment use in the installation, testing, maintenance and repair of the traffic signal operations and infrastructure.
- Proficient in various software applications, e.g., Microsoft Office, GIS, GPS, Adobe Photoshop and similar graphical design software.
- Skill in writing contracts, agreements, and scopes for materials, equipment and services.
- Skill in the review and interpretation of construction project plans and the ability to provide review oversight and make modifications as necessary to ensure overall safety of the traveling public.
- Ability to develop and supervise a variety of programs and operations simultaneously.
- Thorough knowledge and ability to utilize materials, methods and equipment used in sign fabrication and sign installation.
- Thorough knowledge of methods, materials, tools and practices for the installation, maintenance and repairs of the Counties thermoplastic pavement marking infrastructure.
- Thorough knowledge of federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to sign fabrication and installation.
- Considerable knowledge of design practices and standards for design of signals, signal systems, intersections and traffic operations studies.
- Knowledge of roadway lighting standards, underground utility locate system, school flashing beacon operations, warehouse inventory practices and database fundamentals.
- Ability to perform moderately complex mathematical computations and tabulations accurately and efficiently.
