Description Position at SIRTOA JOB INFORMATION Title: Train Dispatcher Trainee First Date of Posting: July 9, 2024 Last Date of Posting: July 23, 2024 Authority SIR Department: Subways Division/Unit: Staten Island Railway Reports to: Deputy Superintendent, Transportation Work Location: 331 Bay Street, Staten Island Hours of Work: Three Tours (AMs/ PMs/Nights) The Train Dispatcher Training Program prepares candidates for the position of Train Dispatcher, the person responsible for the safe movement of trains and passengers under all operating conditions. Train Dispatchers will be assigned to the Staten Island Railway Rail Control Center (SIR RCC). This is a 24 hour/365 day operation with three tours of duty, 0600-1400, 1400-2200 and 2200-0600. Candidates must be knowledgeable in all operating rules, special instructions, and physical characteristics of the entire railroad. During emergency conditions they are responsible for the deployment of personnel and other resources as well as coordination of SIR activities with those of other agencies such as the Fire Department, Police and EMS. The Train Dispatcher Training Program, with its emphasis on rules, physical characteristics, operations, and emergency response is one of the most demanding and rewarding programs offered by the Staten Island Railway. Individuals selected for the program must maintain acceptable attendance and test scores on exams that will be conducted throughout the training program. COMPENSATION PER COLLECTIVE BARGAINING Step 1 40.934219 hr Step 2 41.957573 hr Step 3 42.980929 hr Step 4 44.004284 hr Step 5 45.02764 hr Step 6 51.167773 hr RESPONSIBILITIES: Train Dispatchers are responsible for the direct supervision of all Transportation Department employees, as well as the supervision of employees of other departments when their performance affects or is affected by the movement of trains: Train Dispatchers are responsible for the supervision and direction of the safe movement of all trains and track cars; as well as the deployment of personnel and other resources. Will coordinate SIR activities with other agencies, NYPD, FDNY, EMS and other MTA agencies. The selected candidates will staff the security console at the SIR RCC and are responsible for preparing reports, as well as monitoring and interacting with all security and access control related systems. Additionally, the incumbents will be responsible for the effective communication of oral and written instructions, as well as the completion and distribution of comprehensive reports that detail operating exceptions and service adjustments. SIR works relentlessly to prevent accidents and injuries. Team members are expected to perform all their duties and responsibilities in full accord with this core value. EDUCATION AND EXPERIENCE: Eligibility: Candidates must have a High School diploma or /GED certification. Five (5) years related work experience of which 2 years must have been in a supervisory capacity. Candidates must possess a valid driver's license or be licensed to operate a motor vehicle within the past five (5) years; must not have a record of repeated (2 or more of the same infraction) traffic violations; may not have any convictions for operating a motor vehicle under the influence of alcohol or drugs. DESIRED SKILLS: Some college preferred (comparable to an associate degree). Ability to work effectively in a fast-paced, communications-heavy environment. Ability to manage multiple responsibilities and tasks with superior attention to detail. Strong analytical, critical-thinking, and decision-making skills. Excellent verbal and written communication skills. Strong computer skills, including comfort with learning new applications and programs. Strong interpersonal skills, including the ability to provide clear concise direction during major incidents.
