Description The City of Richmond Office of Elections is seeking a highly organized and knowledgeable Training and Development Supervisor who will also serve as the Absentee Coordinator. This dual-role position is essential in overseeing the training and development of our election team while ensuring the efficient and compliant processing of absentee ballots. The successful candidate will have a strong understanding of federal and state laws regarding absentee voting, as well as experience managing staff and leading outreach initiatives. Duties include but are not limited toKey Responsibilities:
- Training and Development Management
- Design, develop, and implement training programs for staff, poll workers, and volunteers to enhance knowledge and skills relevant to election operations.
- Coordinate and lead training sessions covering various aspects of the election process, ensuring staff are well-prepared and compliant with election laws and office protocols.
- Evaluate the effectiveness of training programs, incorporating feedback to continuously improve training materials and methods.
Absentee Coordination - Serve as the lead coordinator for all absentee voting activities, overseeing the accurate and timely processing of absentee ballot applications and returned ballots.
- Manage and lead a team dedicated to absentee ballot processing, ensuring adherence to federal and state laws governing absentee voting.
- Develop, implement, and maintain efficient workflows for processing absentee ballots, ensuring accuracy, transparency, and adherence to office policies.
Compliance and Legal Knowledge - Ensure full compliance with all federal and state laws pertaining to absentee voting, including updates to regulations and best practices.
- Act as a subject matter expert on absentee voting, providing guidance and support to the team, other staff members, and the public as needed.
Outreach and Community Engagement - Coordinate and participate in outreach initiatives aimed at educating the public on absentee voting options, eligibility requirements, and deadlines.
- Represent the Office of Elections at community events, voter outreach activities, and informational sessions to promote understanding and trust in the absentee voting process.
Reporting and Analysis - Monitor and track absentee ballot processing metrics, producing reports on absentee voting participation, processing timelines, and team performance.
- Present data and insights to the General Registrar, identifying opportunities to improve the absentee ballot process and enhance team effectiveness.
Required Qualifications:Qualifications, Special Certifications and LicensesRequired Minimum Qualification
- Bachelor's degree in Public Administration, Political Science, Education, or a related field, or equivalent work experience.
- Proven experience in training and development, team management, or similar roles, ideally within a public sector or election setting.
- Comprehensive understanding of federal and state absentee voting laws and the ability to interpret and apply these laws accurately.
- Strong organizational, communication, and leadership skills, with the ability to manage a team and foster a positive work environment.
- Proficiency with data management and reporting, including experience with spreadsheets and office software.
Preferred Qualifications:
- Experience working within election administration or a related field.
- Familiarity with voter outreach initiatives and community engagement practices.
