Responsibilities The primary purpose of this position is: As an Enlisted Air Reserve Technician (ART), to evaluate and manage the training and education program on behalf of the AFRC Group (e.g., Mission Support Group, Operations Group, Flying Training Group, Fighter Group, Bomb Group, Cyber Operations Group) and its subordinate units. The role of this Group Training Manager (GTM) is to function as the Group Commander's key staff member responsible for overall oversight and management of the training and educational program. The GTM serves as training consultant to all Unit Training Managers (UTMs) and determine if quality training programs are in effect within all sections. The GTM implements and manages training programs, policies, and procedures, as directed by the Senior Enlisted ART in the Group/CSS, Group Commander, Host Wing/Base Education and Training office, and higher headquarters. Note: The Host Wing/Base Education and Training office has basic responsibility for the transactional work associated with executing actions on behalf of serviced personnel. Additionally, as the Group's ART Training and Education program manager, trains other reservists as required in the accomplishment of the tasks set forth herein. Duties: 1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Plans, organizes, and coordinates operations of the Advance Distributed Learning, and multimedia education and training programs. 2. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units. 3. Administers Education, Training and Distance Learning Programs. Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS) 4. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program 5. Manages the development of education and training instructional products. Plans, organizes, leads and controls the Developmental Education Board and Reserve School Selection Board process for the Group's and subordinate unit's officers on an annual basis Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Education and Training Technician Series, 1702. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes s knowledge of established maintenance missions, practices, procedures, policies, guidelines, instructions, and requirements. Knowledge of analytical and evaluative techniques applied to the identification, consideration, and resolution of maintenance training issues. Knowledge of training goals and objectives in the management, implementation and instruction of training programs for the maintenance unit(s). NOTE: Must be reflected in your resume. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of military personnel policies, Reserve mission, training methods and programs, and Air Force Testing Programs. 2. Knowledge of automated systems, personal computers, and software. 3. Ability to analyze data/products to determine adequacy of training programs. 4. Ability to communicate effectively with a diverse group of individuals, both orally and in writing, using tact and courtesy. 5. Knowledge of training goals and objectives to advise in the management and implementation of training goals for the unit personnel. 6. Knowledge of Air Force Specialty Code skill-level qualifications, update, enhancement, and proficiency training requirements. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements standards. 2. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 3. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments {TOY). 4. Performs other related duties as assigned PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements.
