Visually inspects solid waste for unacceptable materials, directs and assists customers with unloading of waste materials. - Salary upon hire is step 1 through 3 ($27.83/hr to $29.87/hr per hour) for a Transfer Station Technician, dependent upon qualifications.- Progressive increases are based upon years of service with Skagit County, up to step 8 total steps (top step $35.46/hr). Transfer Station Technician is range 12 of salary schedule Public Works (AFSCME). Essential FunctionsOperates front-end loader to push solid waste materials into compactor.Operates mini-excavator, as necessary, for managing solid waste materials.Directs commercial vehicles to appropriate area for off-loading of solid waste materials.Directs and assists public in off-loading of solid waste materials and assists public in placing recyclable materials in proper recycling containers.Visually screens solid waste materials for acceptability and directs the removal of unacceptable wastes.Operates semi-tractor or yard tractor to move transport trailers from loading area to staging area.Operates other equipment as needed for Transfer Station operations.Conducts on-going light maintenance of Transfer Station and equipment, including fueling and lubing of equipment.Supervisory:NoneOTHER JOB FUNCTIONS:Conduct routine litter patrol of the Transfer Station campus.Operate sweeper on paved roadways, parking lot, and other paved areas of the Transfer Station campus.Share with other Transfer Station employees the responsibility of maintaining the Transfer Station in a clean and orderly manner.Hand out educational material related to solid waste and recycling to the public and answer questions within scope of authority.Assist Scale House Attendant with account reconciliation of daily receipts as needed.May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description, but are within the general occupational series and responsibility level typically associated with the employee's classification of work. Minimum Qualifications
  • High school graduate or G.E.D. certificate.
  • Two year's experience in the operation of front-end loader, mini excavator, and semi-tractor trailer combinations.
Requires knowledge of:
  • Work hazards and safety procedures.
  • Heavy equipment operation
Requires the ability to:
  • Push seventy-five (75) pounds and lift fifty (50) pounds.
  • Work safely in an industrial high traffic environment.
  • Desire to provide superior customer service to the public.
  • Follow work instructions and complete work independently.
  • Operate heavy equipment, including front end loader and mini excavator, and other equipment used in operations at the transfer station
Licenses and/or Certifications:Valid Washington State Driver's License (Class A CDL Preferred).Industrial First Aid Certification.WORKING CONDITIONS/PHYSICAL REQUIREMENTS:Majority of work is outside at the solid waste Transfer Station, with routine exposure to municipal and household solid waste, adverse weather conditions, dust, dirt, and odiferous conditions.Work requires standing, walking, climbing, and ability to lift heavy objects, as well as sufficient hand to eye coordination to operate overhead cranes and other equipment.Hazards:Routine exposure to municipal and household solid waste, adverse weather conditions, dust, dirt, and odiferous conditions.
