HDR's Construction Management and Construction Engineering and Inspection division helps clients mitigate their construction risk with superior leadership and efficient practices. Our global team of more 1,000 construction management, construction engineering and inspection, project controls, construction administration, and environmental monitoring staff members serves our clients as on-site representatives. HDR is seeking an experienced construction professional to serve as our Senior Transit Construction Program Manager for Washington State. This leadership role requires strong management skills to aid in successful delivery of projects in Washington State, including coordinating construction management staffing needs throughout the region, balancing the construction management regional workload, developing construction management technical expertise, and supporting business development. Primary Responsibilities
In the role of Transit Construction Program Manager, we'll count on you to:
* Possess experience with cable stayed bridge construction through the construction phase and substantial completion
* Assume leadership responsibilities for managing multidisciplinary infrastructure programs with a high degree of technical complexity and non-technical intricacies.
* Plan, direct and monitor all aspects of program execution. This may involve overseeing a broad range of disciplines including, but not limited to: capital planning, change management, commissioning/asset onboarding, communications, construction management, cost control/estimating, document management, environmental planning/compliance, engineering, equity, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, risk management, scheduling, strategic planning, sustainability, and resiliency.
* Anticipate and identify potential issues and risks that may impact program implementation, and assist the client with problem-solving, issues resolution, risk mitigation, and timely decision-making. Provide strategic advice and thought leadership and deploy the required resources to address various program challenges and unanticipated events.
* Develop and implement various plans (program management plans, startup plans, and work plans), business processes, and tools to drive efficiencies, emphasize accountability, bring team alignment, and promote transparency.
* Direct the services provided by a program team comprised of HDR and subconsultants staff. Promote alignment within the team through effective and regular communications. Secure the resources required to deliver services specified in the contract scope with a focus on contract compliance. Monitor team performance and establish a robust QA/QC program to meet client expectations.
* Monitor the program's financial performance against pre-established financial metrics and make adjustments as necessary to meet earnings and profitability targets and control losses.

Preferred Qualifications
* Master's degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field
* Professional Engineering License
* PMI Project Management Professional (PMP) certification
* PMI Program Management Professions (PgMP) certification
* CMAA Certified Construction Manager (CCM) Certification
* AICP Certification
* Experience on major transportation or transit projects involving complex coordination with local jurisdictions, third-party partners, and other AHJs
* Experience participating in the consultant or owner program management team of at least one [transportation/water/resources] infrastructure program(s) with a capital value of $350 million
* Knowledgeable of other alternative delivery/contract models, such as public-private partnership (P3), design-build-finance-operate-maintain (DBFOM), and engineering procurement construction (EPC)
* Skill at developing and managing diverse teams
Required Qualifications
* Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
* Program management experience consistent with one of the following requirements:
* A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
* A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
* A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
* Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
* Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
* Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
* Familiar with the various tools used to manage large programs PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
