  • Coordinate and administer all Federal Transit Administration (FTA) grants including those awarded directly to Carson Area Metropolitan Planning Organization (CAMPO) and indirectly through Nevada Department of Transportation (NDOT).
  • Prepares grant applications, quarterly reports, budget revisions and amendments.
  • Oversees compliance with all FTA regulations and guidance; includes requirements for financial management oversight, satisfactory continuing control, procurement, public participation and drug/alcohol testing.
  • Is the designated Disadvantaged Business Enterprise (DBE) liaison officer responsible for overseeing the DBE program which includes but is not limited to the following: gathers and reports statistical data and other information, as required; reviews third party contracts and purchase requisitions for compliance with this program; works with all departments to set overall three-year goals; ensures that bid notices and requests for proposals are available to DBEs in a timely manner; identifies contracts and procurements so that DBE goals are included in solicitations (both race-neutral methods and contract specific goals) and monitors results; analyzes CAMPO and RTC progress toward goal attainment and identifies ways to improve progress; participates in pre-bid meetings; advises CAMPO and RTC and the Transportation Manager on DBE matters and achievement; participates with the legal counsel and project director to determine contractor compliance with good faith efforts; provides DBEs with information and assistance in preparing bids, obtaining bonding and insurance; plans and participates in DBE training seminars; provides outreach to DBEs and community organizations to advise them of opportunities; and assures compliance with all aspects of 49 CFR Part 26.
  • Assist in planning program funding for capital acquisition, preventative maintenance, and transit system operations.
  • Assist in oversight of transit operations; monitor work of contractors, consultants and vendors retained to provide infrastructure and operations services for the transit system.
  • Management of the bus and shelter advertising program; coordinates with City's marketing partner to maximize advertising revenues for the City.
  • Coordinates with local and regional agencies on transit-related matters; participates in planning meetings as directed.
  • Assists in the maintenance of the transit system website.
  • Prepares correspondence, reports and a variety of written materials.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Uses standard office equipment, including a computer, in the course of the work; drives City vehicles to work sites, transports materials and assists other staff as required.
  • Demonstrates courteous and cooperative behavior when interacting with the public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Oversees the transit asset management program including annual reporting to the FTAon the status of vehicles and facilities.
Typical QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.Education and Experience:Associate's degree to college level coursework in planning, or a closely related field; AND three (3) years of experience in a planning or transit operational support function; OR an equivalent combination of education, training and experience as determined by Human Resources. REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Valid driver's license
Required Knowledge and SkillsKnowledge of:
  • Principles and practices of transit operations.
  • Statistical analysis and mathematical concepts related to the transit process.
  • Terminology, symbols, methods, techniques and instruments used in planning graphics and map drafting.
  • Applicable Federal and State regulations pertaining to the planning, implementation, management and operations of fixed-route and paratransit transit services, including, but not limited to 49 CFR Part 26, 40, 382 and 655.
  • Common industry operating practices and standards.
  • Business letter writing and the standard format for typed materials.
  • Basic budgetary and financial record keeping practices and terminology.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Record keeping principles and practices.
  • Safety principles, practices and equipment related to the work.

SUPERVISION RECEIVED AND EXERCISED:Under General Supervision - Incumbents at this level are given assignments and objectives that are governed by specifically outlined work methods and a sequence of steps, which are explained in general terms. The responsibility for achieving the work objectives, however, rests with a superior. Immediate supervision is not consistent, but checks are integrated into work processes and/or reviews are frequent enough to ensure compliance with instructions.PHYSICAL DEMANDS & WORKING ENVIRONMENT:The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Supplemental Information CONDITIONS OF EMPLOYMENT:
  • All new employees will serve a probationary period of twelve (12) months. Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason, or no reason.
  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  • Employees may be required to complete Incident Command System training as a condition of continuing employment.
  • New employees are required to submit to a fingerprint based background investigation which cost the new employee $48.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug/alcohol screen.
