We are seeking a self-motivated and organized professional who develops operating plans for transit service to include routing, service frequency, bus stop placement, bus customer facilities, ridership and cost analysis, and transit operating plans for bus shuttle service to replace Metrorail service. The ideal candidate will have project management and transit service planning experience with a knowledge of bus scheduling, and jurisdictional coordination. This position offers a flexible work schedule. Travel to different WMATA locations to conduct field visits is required.**MINIMUM QUALIFICATIONS****Education**+ Bachelor's Degree in Transportation, Public Administration, Urban Planning, Business Administration, Geography or related field+ In lieu of a Bachelor's Degree, a High School Diploma and four (4) years of Transit, Transportation or Urban Planning experience, in addition to the experience stated below, will be considered**Experience**+ Five (5) years of Transit Planning, Transportation Planning, Urban Planning, or Transportation & Logistics Management experience+ A Master's Degree in Transportation, Public Administration, Urban Planning, Geography, or related field can be substituted for two (2) years of work experience**Certification/Licensure**+ Valid Driver's License**Preferred**+ N/A**CRITERIA FOR PROGRESSION TO THIS LEVEL OF THE TRANSIT SERVICE PLANNER SERIES**+ Note: Progression is not automatic nor guaranteed and is dependent on successfully completing the specified workload requirements+ Candidates for promotion MUST meet the minimum qualifications and work experience of the next career ladder series job before consideration for advancement+ Candidates must remain in their current career ladder job for at least six months before consideration for advancement to the next career ladder job*+ *For new hires, the one-year probationary period must be met according to the Local 02 Collective Bargaining Agreement**Medical Group**Satisfactorily complete the medical examination for this position, if required. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.**Summary**The Transit Service Planner II develops operating plans for transit service to include bus network design, service frequency, bus stop placement, bus customer facilities, and bus shuttle service to replace Metrorail service, and other transit operating plans. Additionally, the incumbent analyzes and evaluates proposals to modify bus routes, bus service levels and bus customer facilities to increase productivity, improve safety, and address other operational concerns.**ESSENTIAL FUNCTIONS**+ Prepares bus service plans for both temporary and long-term service changes. Provides specific details to bus service operations staff regarding the execution of the bus operations and/or service plans to ensure that the Bus Scheduling staff can properly prepare bus operator working assignments and the Bus Technology staff can properly program systems supporting service monitoring and real-time tracking.+ Develops recommendations for improving the efficiency and effectiveness of bus service as well as provisions for temporary service adjustments, including headway specifications and route restructuring based on an analysis of ridership data, public input, operations staff input and field observations.+ Coordinates with jurisdictional staff, civic associations, customers, real estate developers, construction companies, employers and consultants regarding Metrobus service adjustments and concerns. to ensure that construction projects affecting Metrobus service accommodate temporary Metrobus operations during construction and provide safe and effective operations after project completion.+ Works with the Department of Bus Services (BUSV) and Metro's partnering jurisdictions to resolve safety and operational issues and modify operating plans that address BUSV's concerns, ensuring continuous safe and efficient service.+ Reviews plans for proposed construction, development and roadway projects to ensure that Metrobus customers continue to be served safely and effectively during these projects and that future development and roadway projects provide for safe and effective customer facilities, as well as, safe and efficient operations for bus service.+ Prepares bus service adjustment descriptions, analysis and justifications for internal staff, public hearing dockets and associated reports. Ensures that FTA required materials are provided to the public in order to gain approval for BUSV's annual operating budget and to make off-budget cycle adjustments to Metrobus service.+ Prepares maps and information to support bus service plans for both temporary and long-term service changes and to support and assist with public outreach activities regarding such changes. Provides this information to internal Customer Service, Communications and Marketing partners to be used in materials produced to inform customers about service changes.+ Maintains electronic bus planning files online, to ensure that up-to-date and accurate information is available for the Department of Bus Services on service plans, route descriptions, temporary service plans and safety reviews.+ Tracks operational problems and safety concerns raised by the Department of Bus Services. Analyzes and prepares supporting documentation to help resolve concerns in a timely manner.**The essential duties listed are not intended to limit specific duties and responsibilities of any particular position.
