POSITION HIGHLIGHTS

* Full time, 40 hours per week

* Monday through Friday

* First shift, 7:30 am to 4 pm

* The position is located at the DOT District 2 Headquarters in Norwich

THE ROLE

The Transportation District Engineer is responsible for directing staff of supervisors, engineers, technicians, and clerical personnel engaged in construction engineering projects.

ELIGIBILITY REQUIREMENTS

Incumbents must possess a valid Driver's License and Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. 20-302.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for directing the highway engineering activities in a District Office.

EXAMPLES OF DUTIES

* Directs staff and field operation activities of the District Office;

* Coordinates, plans and manages office activities including planning and coordinating of highway surveys, monumenting of all highway projects, supervision of consultant engineering contracts relative to construction engineering and inspection, location and construction of all types of highways and structures, preparation of field data necessary to development of highway project plans and specifications, laying out of field plans to guide contractors, inspection and supervision of construction and reconstruction of highways and structures and recommendation of specific design changes during construction;

* Formulates program goals and objectives;

* Assists in development of related policy;

* Interprets and executes pertinent laws;

* Trains and evaluates staff;

* Assists in preparation of district budget;

* Maintains contacts with town officials, legislators, the public, media representatives and contractors regarding construction and related environmental issues;

* Settles controversies or refers complaints to higher authority;

* Represents department at public hearings regarding transportation projects;

* Leads the recruitment and hiring of staff, including outreach, interview and selection;

* Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

* Considerable knowledge of

* and ability to apply management principles and practices;

* relevant state and federal laws, statutes and regulations;

* relevant agency policies and procedures;

* principles and practices of civil engineering as applied to highway and bridge construction;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.

NOTE:

* Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.

* For state employees this experience is interpreted at the level of a Transportation Supervising Engineer (Construction Engineering) (Engineering).

PREFERRED QUALIFICATIONS

* Experience managing, scheduling, and directing staff relating to the management and implementation of the Department's Capital program.

* Experience with various Department Initiatives and implementation as it relates to management of a District.

* Experience working and interacting with public officials, designers, departmental staff, and various other project related stakeholders.

* Experience with various State and Federal Laws as they relate to the management of Department Capital projects.

SPECIAL REQUIREMENTS

Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.20-302.
