Work involves the application of complex scientific principles, complex laws and regulations, and extensive program planning techniques in the specialty area. This position performs as a lead worker in complex program assignments with responsibility for multi-agency and multi-level coordination of program activities. Responsible for planning, organizing, and implementing a statewide program in the associated fields. Performs related work as required. Pay Grade 18T0229N Typical Duties and Responsibilities• Develops policies in relation to state and regional resources.• Conducts meetings of local, statewide, public and/or private agencies relating to planning programs or policies dealing with environmental concerns.• Conducts field reviews of projects proposed, under construction, or completed to assure environmental safeguards are being implemented.• Collects and researches data such as air, soil, and water quality from reports of federal or state agencies, permits, or through field reviews of proposed or existing sites.• Coordinates environmental analysis activity with federal and state or local agencies and recommends modifications or mitigations to reduce or alleviate aspects of the impacts.• Consults with public officials regarding planning programs and policies.• Acts as a liaison between agency and others involved in the process.• Leads work of lower-level specialists and clerical support staff.• Reviews progress of lower-level staff and provides guidance.• Evaluates plans, proposals, grants, permits, policies, and other documents submitted for accuracy, completeness, and compliance with rules and regulation.• May prepare annual budget requests.• Verifies ownership and property rights from county court records; and conducts negotiations with landowners.• Personal contacts may include individuals or groups from outside the Division of Highways or Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting.• Travel may be required; therefore, a valid driver's license is required. Required Skills and Knowledge• Knowledge of the environmental/natural resources laws and regulations.• Knowledge of the principles, practices, and objectives involved in the planning of environmental resources.• Knowledge of the socio-economic factors involved in planning.• Knowledge of the various legal requirements relating to state and regional planning.• Knowledge of the theory, innovations, and advanced techniques in federal, state, and local planning.• Ability to formulate and administer comprehensive state and local plans.• Ability to analyze problems accurately and to adopt an effective course of action.• Ability to plan, organize, and direct the work or others.• Ability to manage complex NEPA projects with limited supervision.• Ability to manage NEPA consultants.• Ability to produce NEPA documents. Required Education and ExperienceREQUIRED TRAINING/EDUCATION
  • Bachelor's degree from a regionally accredited college or university with a major in archaeology, chemistry, geology, physics, geography, biology, engineering, environmental studies, natural science, or a related field.
  • Substitution: Experience, as described below, may substitute for the required training/education through an established formula.
REQUIRED EXPERIENCE
  • Six (6) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources.
  • Substitution: Master's degree from a regionally accredited college or university with a major in archaeology, chemistry, geology, physics, geography, biology, engineering, environmental studies, natural science, or a related field may substitute for two (2) years of the required experience.
  • Requires the National Environmental Policy Act (NEPA) Training in addition to the above experience.
  • Requires training in six of the following areas of assignment:
    • Section 106 of the Historic Preservation Act
    • Section 7 of the Endangered Species Act
    • Section 4(f) of the Department of Transportation Act
    • Section 6(f) of the Land and Water Conservation Fund
    • US Army Corps of Engineers Wetland and Stream Training
    • US Army Corps of Engineers 404 Training
    • Section 402 National Pollutant Discharge Elimination System (NPDES)
    • Section 10 of the Rivers and Harbors Act
    • Plan Reading Training
    • Writing Agreements Effectively
    • Geographic Information System (GIS) Level 1 Training
    • Writing Effective NEPA documents
    • FHWA Traffic Noise Modeling
    • Hazwoper/Hazmat Materials Training
    • NEPA and Transportation Decisionmaking
    • Endangered Species Specific Training
