Salary: $1,561.54 - $2,248.08 BiweeklyLocation : Charleston, WVJob Type: Full-Time PermanentJob Number: DOT25LG002BDivision: West Virginia Department of TransportationDistrict/Subdivision: Legal DivisionOpening Date: 12/05/2024Closing Date: 12/11/2024 11:59 PM EasternNature of WorkThe Transportation Investigator Trainee will conduct beginner level investigative work for field investigations of internal employee misconduct of fraud, waste, abuse, Equal Employment Opportunity (EEO), and/or other policy or criminal violations involving department personnel; claims for damage filed against the West Virginia Department of Transportation- Division of Highways (WVDOT-DOH) in the West Virginia Legislative Claims Commission (WVLCC), Circuit, and Magistrate Courts; crashes that occur on WV public highways; incidents/equipment failures for the state-level Equipment Operator Accountability Board; report writing; locate witnesses; gather evidence; assist attorneys with Freedom of Information Act (FOIA) requests; may testify in court; other investigations/duties as assigned by the Division Manager, Legal Division Director, or General Counsel. Will be the primary point of contact for the Transportation Management Center (TMC) for 24/7 vehicle crash call outs. Performs other related duties as required. The successful applicant must be discreet and tactful in safeguarding sensitive information and be able to work with and maintain confidential information. This position is for District 4 (Harrison, Doddridge, Taylor, Preston, Monongalia and Marion counties), District 5 (Mineral, Grant, Hardy, Hampshire, Morgan, Berkely and Jefferson counties) and District 6 (Marshall, Tyler, Wetzel, Ohio, Brooke and Hancock counties).Pay Grade: 12T0363N Typical Duties and Responsibilities• Conducts field investigations to ascertain facts and obtain evidence on reported violations; obtains statements concerning alleged violations• Explains pertinent laws or other agency regulations as it relates to a suspected violation during the investigatory process. Initiates prosecution of violators and testifies in court• Investigates businesses for proper licenses and cites for violations• Keeps records and makes oral and/or written reports of all investigations• Locates witnesses and obtains facts and evidence needed by attorneys in litigation of cases• Interviews subjects of investigation, complainants and witnesses using prescribed procedures• May check business records to determine amount of tax due to the state• May schedule and perform investigation of complaints, completing related forms for documentation and maintaining records• Maintains security of warehouse storage facility• Treats a variety of conventional problems, questions, or situations in conformance with established criteria• Travel may be required; therefore, a valid driver's license is required. Required Skills and Knowledge• Knowledge of established and effective methods of investigation• Knowledge of state and federal laws and the rules, guidelines and regulations pertaining to the assigned agency• Knowledge of the criminal justice system and legal terminology• Knowledge of record keeping practices• Ability to ascertain facts by personal contact, observation and examination of records• Ability to interview those involved in investigations• Ability to effectively explain and interpret pertinent provisions of laws and regulations• Ability to enforce laws, rules and regulations with firmness and impartiality• Ability to establish and maintain effective working relationships• Ability to qualify with and use firearms if required• Ability to communicate effectively, both orally and in writing Required Education and ExperienceREQUIRED TRAINING/EDUCATION • Bachelor's degree from a regionally accredited college or university.• Substitution: Full time or the equivalent part time paid experience in law enforcement or investigative work related to corporate or insurance fraud, may be substituted for the required on a year for year basis.REQUIRED EXPERIENCE • This is the entry level classification in this series.
