**About WSDOT**

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

**The Opportunity**

WSDOT is currently seeking a highly experienced Transportation Operations Division Director (also serves as the State Traffic Engineer) who will serve as the lead executive for the administration of the Transportation Operations Division. The Transportation Operations Division is comprised of several different programs and functional areas, including: Transportation System Management and Operations (TSMO); Traffic Engineering Design, Safety and Operations; Traffic Incident Management and Incident Response; Intelligent Transportation Systems (ITS); Transportation Demand Management (TDM); Cooperative Automated Transportation (CAT); and Commercial Vehicle Services. The primary purpose of the Transportation Operations Division is to maximize the safety, efficiency, and integration of the statewide multimodal transportation system, working with WSDOT partner agencies and within the resources provided.

**What to Expect**

The Transportation Operations Division Director works closely with and aligns these programs and activities with other key operating units. This position influences agency activities broadly, providing a vision, strategic leadership and oversight for all programs and functions of the Division. Policy decisions are to be innovative and strategic in nature, and result in practical solutions improving the safety and efficiency of the agencys integrated, multimodal transportation system, ultimately affecting all members of the traveling public and freight movement throughout the state of Washington. The position is recognized as a WSDOT Executive, reporting to the Assistant Secretary, Multimodal Development and Delivery (M2D2).

Among the varied range of responsibilities held within this role, the Transportation Operations Division Director will:

* Provide strategic leadership, direction, guidance, and support to WSDOTs regional traffic engineers and their respective programs in the deployment of the transportation operations programs and services.

* Be responsible for ensuring that all policies, rules, regulations, procedures, and application associated with the deployment of traffic control devices are compliant with national standards and direction.

* Provide direction associated with the use of traffic control devices, including modification and adoption of the Manual of Uniform Traffic Control Devices for use throughout the State of Washington.

* Approve traffic control regulation under authority delegated by the Secretary of Transportation.

* Develop strategic long-range plans, implement organization wide policies, practices and standards that relate to the delivery of transportation operations programs and services impacting travelers and freight movement in Washington State.

* Provide strategic leadership, management, and oversight of the Transportation Operations Division.

* Work across modes, agency divisions, regions, and with other state agency partners to ensure a strategic, comprehensive, and coordinated approach to improving highway system safety, mobility, and system efficiency.

**Qualifications**

To be considered for this opportunity, the following are required:

* Bachelors degree in engineering, program management, transportation planning, business administration or other closely aligned field.

* Professional Engineering License (registered in WA within 6 months of employment)

* Ten (10) years of experience leading and managing transportation programs and/or agencies

* Ten (10) years of experience in Traffic/Transportation Engineering, transportation system management and operations, transportation planning or related field.

* Five (5) years of experience navigating complex organizational relationships in a large public service environment.

* Experience directing activities on multiple projects to achieve a coordinated outcome.

* Experience providing oversight to projects, identifying problems, and constructing plans of actions to correct deficiencies.

* Ability to prepare, implement, and direct a statewide multimillion dollar operating and capital maintenance budget.

* Ability to work with diverse groups, build and sustain effective teams, coach, mentor, and provide innovative leadership.

It is preferred that qualified candidates also have:

* Bachelor or Master of Science in Civil Engineering, Transportation, Transportation Planning, and/or other related field of engineering.

* Transportation Planning AICP certification.

* Experience working with legislative committees, and a thorough knowledge of different agencies' roles in the legislative arena.

* Significant experience leading transportation system operations and/or planning at a regional or statewide level.

**Important Notes**

* The official duty station for this position is in Olympia, WA. However, this position is anticipated to work between 2-4 days a week remotely.

* This position will have periodic in-state and out-of-state travel for meetings, conferences, regional and project visits.
