This position will serve in the MultiModal Division, Public Tranisit Section. This incumbent will be responsible for interpretation and application of related policies and procedures established by the Purchasing Division and Auditor's Office. May be required to monitor inventory and/or fixed assets, follow surplus property procedures for the disposition of fixed assets. Work includes reviewing requisition specifications, administering the competitive bid process, reviewing bids and awarding purchase orders to the appropriate responsible bidder. Perform related work as required. Work at this level is complex with broader discretion and strict accountability for organizing and completing assignments. Will provide advice and guidance in the procurement of goods and services through the interpretation and application of policies and procedures. Pay Grader 14 Typical Duties and Responsibilities Reviews purchase requests and determines if required merchandise is available through internal resources and/or agency or statewide contracts if bids must be solicited; collects bids, secures bids, holds public bid openings, prepares bid tabulations if required, and reviews bids to determine the most cost efficient bid that meets the requirements of the requisition. Ensures proper registration/compliance with the West Virginia Purchasing Division, West Virginia Secretary of State's Office, Workforce West Virginia, Office of the Insurance Commissioner, and State Tax Department Checks requisitions for accuracy, completeness, and clarity; corrects any ambiguities in purchase orders and adds needed information Creates, prepares and/or composes requisitions, correspondence, memoranda, and reports Records order and requisition numbers and delivery data Contacts agency purchasers and vendors to resolve problems related to incorrect or late deliveries, and/or problems with quality of goods or services purchased Advises agency officials on purchasing procedures, changes in commodity specifications Conducts market research which may include contacting vendors and suppliers, manufacturers, and testing facilities to gain information on new products, sources of supply, changes in product specifications, price changes and design and capabilities of commodities Assists in developing minimum standards and specifications for new commodities May oversee annual physical inventory control May assign and review work of subordinate personnel; may train others May review, audit, and pay invoices May be involved in resolving payment issues related to procurement documents May be required to preside over bid openings and manage pre-bid meetings May prepare weekly, monthly, quarterly or annually reports of awards and bid amounts May review and approve purchase documents in the OASIS workflow Travel may be required, therefore a valid driver's license is required. Required Skills and Knowledge Knowledge of the State purchasing and Auditor's Office laws, rules and regulations Knowledge of the principles and practices of volume purchasing of goods and services Knowledge of the various types and grades of commodities and sources of supply Knowledge of inventory control procedures Knowledge of records retention and disposal Ability to gather and analyze technical data relating to the characteristics of highly complex and varied commodities Ability to communicate effectively, both orally and in writing Ability to establish and maintain effective working relationships Required Education and Experience REQUIRED TRAINING/EDUCATION Bachelor's degree from a regionally accredited college or university. Substitution: Technical experience in governmental procurement, inventory management, or financial related functions may be substituted for the education on a year-for-year basis. A combination of coursework and experience may also substitute for the required years on a year for year basis. REQUIRED EXPERIENCE Experience: Two years of full time or equivalent part-time paid experience in a broad range of purchasing commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be direct use of the industry or governmental unit not for retail sales. Preference given to candidates that possess and active certificate from the WV Purchasing Certification program administered through the West Virginia Purchasing Division.
