Duties
As a Transportation Program Specialist, you will:
* Provide consultation to headquarters in program evaluation, systems planning and data analysis, and provides management assistance and policy guidance to grantees to ensure they comply with Federal laws.
* Participate in the review, analysis, development and recommendation of FTA policies and procedures. Serves on task forces as necessary to develop new policies and procedures where needed or to improve existing procedures when changes occur.
* Advise grantees in developing creative solutions for operations, budgeting and planning problems. Uses judgment and specialized knowledge to detect and subsequently resolve unique problems by developing the appropriate regional office response.
* Represent FTA through oral and written communications in meetings at Regional and Headquarters levels and in the field with state and local officials, representatives of private and publicly owned operators, and various public and private groups concerned with transit matters.

CONDITIONS OF EMPLOYMENT:

* TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
* Experience in reviewing, analyzing, and evaluating grants/assistance applications, plans, and estimates.
To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
* Experience analyzing and evaluating transportation related programs.
To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
* Experience analyzing and evaluating transportation related programs and developing innovative solutions.
* Experience researching, interpreting and applying laws, regulations, policies or procedures in order to aid in transportation programs.
You cannot qualify on education at the GS-12 level; you must have experience.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
* Experience analyzing and evaluating transportation related programs and developing innovative solutions and strategies for solving problems identified in such analyses.
* Experience researching, interpreting and applying laws, regulations, policies or procedures in order to aid in transportation programs.
* Experience in managing projects/programs to implement strategies that advance transportation programs or policies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Planning and Evaluating- - Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs.
* Project management-Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including costs, work, and contractor performance.
* Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
* Oral and Written communication- Writes in a clear, concise, organized, and convincing manner for the intended audience.
