Job DescriptionThe Chicago Housing Authority is the #3 largest housing authority in the United States with a 1.2 billion dollar budget. The Treasurer provides strategies for leadership for a best-in-class Treasury and banking infrastructure that leverages industry best practices to streamline CHA's cash management and operational inflows and outflows. Guided by Board-approved investment policies, the Treasurer manages risk and optimizes returns of an investment portfolio while meeting the liquidity needs of the Authority. The Treasurer is responsible for leading, training, and developing a Treasury team and maintaining relationships with banking, lending, broker/dealer and other third-party partners. The Treasurer is also responsible for reporting for the CHA Retirement Plan.DUTIES AND RESPONSIBILITIES
  • Provides strategic leadership and advises CEO and CFO on liquidity needs, investments, and capital and debt management.
  • Responsible for managing optimal investment infrastructure and portfolio activities and providing working capital as needed, subject to the Board approved Investment Policy.
  • Develops and manages optimal banking infrastructure with best in class banking products and services designed to ensure CHA's corporate and third-party cash requirements are met.
  • Oversees cash functions and manages all accounting and reporting functions for Treasury activities timely and accurately.
  • Analyzes daily cash position, short term cash flows, short-term investing and borrowing, and liquidity requirements and provides strategies on mitigating liquidity risk exposure.
  • Ensures compliance with internal controls, policies and procedures in the day-to-day conduct and supervision of cash management activities. Evaluates and maintains fraud controls and recommends enhancements.
  • Establishes the operations and internal control compliance for the CHA electronic bank portfolios:
CHA CorporateCHA LLC and other instrumentalitiesCHA private property management and mixed income propertiesSyndicated limited partnerships
  • Determines and implements technology to support investment portfolio management, accounting and cash management functions.
  • Manages banking relationships, bank account setup and maintenance, and maintains banking documentation and signature delegations.
  • Performs implementation and training activities for staff and user groups.
  • Oversees Treasury month-end closing procedures, financial reports (including cash flow analysis), and the health of the investment portfolio
  • Develops annual budget, cash flow forecasts, and advises CFO on liquidity needs.
  • Utilizes integrated financial models to formulate capital strategy in support of the Agency's strategic goals.
  • Drives process improvements and develops strategies to maximize efficiencies, safeguard assets and minimize costs for the Authority and its subsidiaries.
  • Advises internal and external partners in the administration and delivery of banking and other financial services.
  • Partners with Controller on any changes needed to the Chart of Accounts to use banking technology and updated processes.
  • Creates policies and procedures for best practices to manage Treasury functions and advises CFO.
QUALIFICATIONSBachelor's degree in Finance, Accounting, Economics or a related field. Minimum of 10 years of experience in treasury, cash management or banking management, including capital markets and asset management. Has direct experience investing with a 50 million plus portfolio. Treasury certification required. CPA and/or CFA preferred. Expertise in cash, investment, and debt portfolio management with key treasury controls. Knowledge of the Federal Reserve System and banking rules and regulations, U.S. Treasury and Agency markets, DVP security processing, ACH, Fed wire and internet banking platforms, SEC, IRS, GAAP and GASB policies and procedures. Familiarity with HUD regulations and cash management guidelines and Illinois statutes, a plus. Experienced in obtaining financing for large municipal organizations. Strong project management and communication skills. SALARY RANGE: $160,000 - 180,000GRADE: S12FLSA: EXEMPTUNION: NONE
