Overview:
The incumbent will assist in drafting, reviewing, and maintaining global markets related legal agreements; keeping track of related regulatory developments and evaluating their impacts; putting forth implementation plans; preparing related analysis reports to the management and Head Office; monitoring credit risk events and developing courses of actions to manage the credit risk proactively.
Responsibilities:

Global Markets Agreements
- Draft and negotiate global markets business related agreements, including ISDA, VM CSA, GRMA and etc., and partner with Legal Office and external counsel on finalizing the agreements
- Draft and update the templates for the up mentioned agreements
- Provide coaching and training to other team members or other departments on the up mentioned agreements and related issues
- Liaise with Head Office with regards to related agreements, and assist Head Office and other branches in negotiating related global markets agreements if requested
Compliance and Documentation
- Establish and adopt policies, procedures, and standards of conduct that proactively manage the compliance risk of the global markets business
- Oversee, monitor, and enforce the above mentioned compliance programs, and assess the effectiveness during their enforcement; make necessary changes if required
- Provide training and education to team members on the above mentioned compliance programs
- Promptly communicating with the second line regarding questions and issues in the workplace
- Maintain proper and adequate documentation regarding the compliance work
Regulatory change monitoring
- Keep track of regulatory changes and provide assessment reports
- Monitor market practice changes by collecting market movements, and facilitate analytical and ad-hoc report on market conditions / events in order to support strategic decision making
- Communicate with stakeholders (e.g. Fed, OCC, ISDA, CFTC, SEC) to obtain policymaking insights
Qualifications:
- Bachelors degree is required, preferably in Law-related majors and with minor in Finance or Economics. Masters degree or above is highly preferred
- A minimum of 5 years of legal-related experience in global market business, like ISDA agreement, derivative/bond business compliance is required
- 3 years or above regulator and law firms liaison experience is preferred; 1 year or above financial market business related experience is preferred
- Candidates who have passed the NY State Bar Examination are preferred
- Knowledge of global markets products and related risk management; prudential regulators regulatory requirements relating to global markets business is required
- Document review, legal research and case analysis skills are required
- Bilingual abilities in English and Chinese are highly preferred
Pay Range
Actual salary is commensurate with candidates relevant years of experience, skillset, education and other qualifications.
