CAPPS Recruit: General Description: Serves as a vital member of the Women Veterans Program team. Will connect women veterans and their families to local, state and national resources. Will be responsible for assisting with developing, coordinating, and implementing strategies to improve women veterans awareness and access to benefits and services. Will develop and maintain effective relationships with civic, community, military, federal, state and local agencies, and stakeholders. Will participate in state and national forums and committees for women veterans. Will provide complex consultative services and technical assistance to internal staff, civic, community, military, federal, state and local agencies, and stakeholders. Works under general supervision with moderate latitude for the use of initiative and independent judgment. To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance. Essential Duties and Responsibilities: Plans, develops and coordinates women veterans initiatives in accordance with statute. Designs and implements outreach activities to locate and identify women veterans to educate them on their eligibility for federal and state veterans' benefits and services. Assess the needs of women veterans with respect to benefits and services. Works with TVC staff, state, federal, and local agencies to coordinate referrals to services and programs that assist women veterans. Prepares and conducts high-level briefings and presentations to legislators, government agencies, veterans organizations and other business and community leaders related to women veterans. Represents TVC at meetings, conferences, seminars, or hearings and serves on designated boards, panels or committees related to women veterans. Provides guidance, technical assistance, and recommendations to agency staff, governmental agencies, the legislature, veterans organizations, community organizations and the public on women veterans issues. Reviews service delivery methods, standards, policies and procedures to identify gaps in resources and recommend improvements. Performs research and analyzes data relative to women veteran benefits, services, and issues. Advocates on behalf of women veterans in the State of Te as to include increasing public awareness about the gender-specific needs of women veterans. Promotes events and activities that recognize and honor the women veterans of the State of Texas and women who served and currently serves in the military. Responsible for developing and maintaining relationships with all stakeholders. Performs other related duties as assigned. Minimum Experience:Four (4) years of experience at the senior management level which can include military experience with knowledge of the operations, functions, organizational structure, and policies and procedures. Advanced computer skills to include conducting internet research, operate various software applications. e.g. Microsoft Word, Excel, Access, PowerPoint, etc. Salesforce is a plus. Ability to conduct strategic planning; coordinate program functions and activities; and establish goals and objectives. Ability to devise solutions to administrative problems. Ability to develop and evaluate administrative policies and procedures. Ability to work efficiently and independently to meet various deadlines. Ability to prepare clear and concise reports. Ability to demonstrate leadership, strategic vision and analytical skills. Ability to manage multiple projects with critical timeframes. Environmental Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
