The Audit and Special Education Pricing Unit has oversight responsibility under 808 CMR 1.00 for contract compliance, financial reporting and auditing applicable to all procurements of Human and Social Services. The Uniform Financial Statements and Independent Auditor's Report (UFR) is the set of financial statements and schedules required of human and social service organizations who deliver human and social services via contracts with state departments. Key Attributes: The successful candidate will be an individual who is knowledgeable in the principles and practices of accounting and auditing in non-profit and for-profit institutions and will have proven problem-solving and communication skills, be an extremely organized self-starter and will be expected to foster excellent relationships with internal and external stakeholders. The candidate will gain proficiency in statutes, regulations, and policies related to accounting, auditing, and procurement and apply this knowledge to assist in the delivery and implementation of programs and initiatives. Key Responsibilities:
- Prepare and complete Desk Review Document to ensure filing is complete and conforms to standards, parse submitted files, and review tracking log for submission errors.
- Review and analyze UFR documentation submitted electronically by Human Services, Social Services and private special education programs and work with supervisors and/or filers to resolve errors.
- Prepare detailed work papers confirming contractors' compliance or non-compliance with applicable laws and regulations including but not limited to contract compliance, over/under billing, surplus funds undocumented expenditures, and the identification of non-reimbursable costs.
- Review Corrective Action Plans submitted by vendor and approved by purchasing agency for consistency and completion.
- Maintain UFR data by updating user profiles, preparing the UFR template for the new fiscal year; Parse the data submitted by the providers to the UFR database, act as liaison between OSD and IT staff for maintenance and UFR database fixes.
- Create and maintain UFR Subscription database, send providers expiration reminders, send renewal or new subscriber payments to OSD Fiscal unit.
- Prepare routine and ad hoc reports; write and run UFR database queries; prepare monthly audit summary data for management review; Prepare Corrective Action Plan Reports for the Executive Office of Health and Human Services.
- Provide technical assistance to filers/providers using the UFR system, assist providers needing reports or extracts from the UFR system
- Attend meetings and participate in work groups as required to advance the mission and goals of the unit.
Requirements:
- Demonstrated ability to take initiative, and to perform multiple tasks independently and concurrently.
- Knowledge of financial reports, Yellow Book Government Auditing Standards used in auditing, and Generally Accepted Accounting Principles (GAAP).
- Knowledge of the principles and practices of accounting in non-profit and for-profit organizations
- Experience in formulating questions to obtain details or clarifying information, gathering information by examining records and documents and the preparation of audit work papers following Yellow Book standards
- Excellent communication (written and verbal) skills, strong organizational and problem-solving skills, and strong attention to detail.
- Knowledge of the methods of general report writing and the ability to write concisely, to develop ideas in a logical sequence and to express thoughts clearly
- Advanced knowledge and proficiency with M icrosoft Office 365 tools, including Teams, Outlook, Excel, Word, and PowerPoint, as well as databases, applications, and other organizational and presentation software.
- Ability to understand, analyze, interpret, explain and apply the laws, rules, regulations, policies and procedures, governing assigned auditing, procurement, and unit activities
- Ability to establish rapport and deal effectively with all levels of the organization, as well as outside contacts and vendors.
- Ability to exercise discretion in handling confidential information and to exercise sound judgment
- Public procurement experience or experience in a compliance, regulatory, government, or legal environment is preferred.
