Employees in this class exercise a high degree of judgment, skill, and initiative in making independent work decisions and are held responsible for the proper performance of assigned personnel (Environmental Specialists), technical activities, and preparation of an annual budget to complete assigned programs. This position requires strong writing and oration skills, ability to analyze data to determine necessary direction on sampling plans and program optimization with an emphasis on outcome measurement and accountability. This position requires an analytical person, who can develop and implement operation and safety protocols for the County's Industrial Pretreatment Program (IPP) and other programs designed to protect the Wastewater Collection System, Treatment Facilities and reclaimed water quality, such as grease management and maintenance of private collections systems.ILLUSTRATIVE DUTIESThe employee will be expected to establish and maintain a comprehensive IPP to meet monitoring and reporting requirements of such programs as outlined by federal, state and local regulations and ordinances. Assigned program areas may include but are not limited to:•Industrial Pretreatment•Fats, Oils, and Grease•Biosolids / Septage Management•Wastewater Collection System ReportingThis position will report to and liaise with the Environmental Manager to make decisions and policies that adhere to utility rules and regulations. The employee will be required to institute program protocols and perform periodic audits to ensure compliance with regulations and internal policies for the Division's wastewater collection system protection programs. The specific responsibilities of this role are:•Prepares budget and operates program in a fiscally responsible manner.•Directs daily work assignments and completing administrative activities for assigned staff•Develops standard operating and safety procedures and a training program for IPP staff and all employees on the wastewater collection system protection programs (PretreatmentSupervisor, Environmental Specialists, underground crew members, mechanics and lift station technicians) so purpose and importance of tasks are clear, and consequences for the County are understood. •Schedules and coordinates industrial facility inspections, sampling events and field testing.•Tracks performs and results regarding the collection, preservation, and transportation of representative samples of industrial discharges to the County's wastewater collection systems for laboratory analyses that are of interest to or regulated by the IPP.•Develops and issues industrial wastewater permits, evaluates compliance monitoring reports, determines permit violations, and enforces permit conditions.•Prepares and maintains records and files on laboratory results, inspections, interviews, flow information and history of monitoring activities of industrial facilities and violations.•Schedules and conducts public education and involvement activities, preparing and delivering presentations in coordination with the Water Resource Education Team.•Investigates sources of wastewater collection system issues and studies effects of industrial/commercial discharges on wastewater treatment plants.•Confers with department sections to obtain information required to complete various compliance reports and optimize performance of collections system maintenance, reclaimed water quality, and facility compliance.•Assists with other compliance monitoring, random sampling, and similar field activities as needed.The employee will confer with consultants as directed regarding budget(s), contract specifications and cost estimates. He or she will prepare the necessary paperwork for the approval of the contracts to include agenda items for the Board of County Commissioners.Significant field and office tasks may be required during nontraditional work hours including early mornings, late evenings, and weekends in accordance with regulatory schedules and operational needs. In addition, the employee may be required to present sworn testimony, and evidence during court hearings. This staff member will represent PCU at regulatory and public meetings, conferences, and seminars as a participant or presenter as required, as well as in various organizations involving utility regulations and operations. Perform other related duties as required.The selected candidate will be evaluated on periodic status reports (which will vary in frequency with time in the position), demonstrated compliance with rules, permits, and ability to work with co-workers, regulatory agencies, and external partners. The employee will also provide targeted program updates (including interaction with the Communications Division for abnormal events, public notifications, and social media updates) to regulatory agencies andcustomers that fully capture programmatic success. Specific Workload, Effectiveness and Efficiency Indicators will be outlined within the first 30 days with input from the selected candidate.KNOWLEDGE, SKILLS, AND ABILITIESThe employee must possess high proficiency in such as written and oral communication, organizational abilities, and strong interpersonal skills, as it involves liaising with different stakeholders, internally and externally. The employee must be both detail oriented and able to apply critical thinking on a large scale. In addition, he or she must be able to think and react calmly in the best interest of the county.•Knowledge in two or more of the following areas related to utilities management, such as: wastewater collection, wastewater treatment, reclaimed water systems, residuals management, engineering, or water resource management.•Knowledge of and ability to implement the principles and practices of wastewater treatment and collection system operation, pretreatment standards, and the associated laws and ordinances to maintain compliance.•Knowledge of quality assurance sampling, safety, and laboratory protocols.•Knowledge of OSHA rules and regulations for wastewater collection systems and wastewater treatment plant operations.•Ability to review and interpret federal statutes, state regulations, and local ordinances.•Ability to apply advanced professional knowledge of chemistry, biology, and related fields to ensure compliance with laws and regulations concerning the division's facilities.•Ability to remain abreast of new developments in the field of pretreatment programs, wastewater treatment plant regulations, sampling techniques, and basic laboratory analysis procedures.•Ability to plan, assign and supervise the work of professional and technical personnel in a manner conducive to full performance and high morale.•Ability to establish and maintain an effective working relationship with government officials, fellow employees, and the public.•Ability to prepare budgets and follow procurement procedures according to County policies.•Ability to prepare and interpret various maps and construction plans, perform field observations, research work, and provide a technical analysis.•Skill in presenting and interpreting factual field and laboratory data.•Skill in utilizing computer software packages, spreadsheets, and databases; Microsoft Outlook, Word, Excel, PowerPoint, and Teams. Other software utilized by the Division such as GIS, CIS Infinity, Lucity CAM, HachWIMS, Simplify I3, Crystal Reports and PowerBI is preferred.MINIMUM QUALIFICATIONSMust have valid driver's license and be able to secure a valid Florida Driver's License at the time of employment within this classification.Bachelor's degree in chemistry, biology, civil or environmental engineering, physical geography, geology, environmental studies, natural science, or a closely related field, with a minimum of five (5) years of experience in wastewater or laboratory management, IPP operations, environmental, or a logically related field and two (2) years of supervisory experience in laboratory, environmental, or wastewater management operations. A comparable amount of related training and experience may be substituted for the minimum qualifications.Special Requirements and Preferred QualificationsState of Florida Wastewater Treatment Plant Operators Certificate or a Florida Industrial Pretreatment Association (FIPA) Industrial Pretreatment Level Certification preferred or the ability to obtain as required within two (2) years of employment.
