Polk County Utilities provides safe drinking water, wastewater collection and treatment systems to nearly 68,000 accounts in unincorporated communities throughout the county. In some service areas, this division also provides reclaimed water.

Polk's Utilities program:

Produces and distributes 18.9 million gallons of drinkable water each day

Collects and treats 8.6 million gallons of wastewater each day

Produces and distributes 7.4 million gallons a day of reuse water for irrigation

Responded to nearly 23,000 Sunshine One Call requests in 2022 to identify locations of utility lines

The Utilities Division also works closely with agencies such as the water management districts, Florida Department of Environmental Protection and other municipalities in Polk to provide for future demand through planning and water conservation measures.

MAJOR FUNCTIONS

Supervisory and technical skilled work as the Regional Lift Station Supervisor. Directing and performing daily activities of lift station personnel engaged in the fabrication, maintenance and repairs of the mechanical and electrical equipment related to the supply, transmission, and treatment of wastewater treatment facilities. Oversees building and ground maintenance of all utility operation lift stations. Performs electrical and mechanical work in the absence of assigned personnel. If needed, will fill in for Maintenance Manager.

ILLUSTRATIVE DUTIES

* Performs, plans, directs, and oversees the daily maintenance, repairs and upgrades of lift station equipment used in production of potable water and wastewater treatment facilities.

* Assist the Utilities Maintenance Manager by supervising assigned electrical, mechanical and grounds maintenance personnel engaged in construction maintenance and/or repair of the water, wastewater, and reuse facilities in the region.

* Responsible for detecting, reporting, and ensuring that corrective measures are taken when mechanical and electrical equipment malfunctions occur.

* Responsible for establishing and maintaining preventive maintenance programs for various mechanical and electrical equipment utilized in lift station operations.

* Makes routine inspections of all regions lift station sites.

* Performs visits to inspect lift station site security, plan lift station expansion and R&R projects, and oversee the performance and any necessary direction/training of electrical, mechanical, and other lift station maintenance staff.

* Ensures assigned personnel maintain lift station grounds and sites are kept clean and secure as required.

* Ensures assigned lift station personnel comply to all Federal, State and Local rules and regulations.

* Performs administrative duties which include but are not limited to estimating time, material, and labor costs for projects, submitting requisitions, assisting with budget process, working with vendors, engineers, and contractors, writing personnel evaluations, completing records, reports and related forms as required.

* Ensures all maintenance and personnel problems are resolved using established procedures. Work with the crew on CMMS work order system, assists other regions when personnel shortages occur.

KNOWLEDGE, ABILITIES AND SKILLS

* Knowledge of standards, methods and techniques used in the installation, repair, and maintenance of a variety of electrical and mechanical equipment used in wastewater treatment and collections systems.

* Knowledge of lift station principles and procedures.

* Knowledge of the occupational hazards and safety precautions of the electrical and mechanical trades.

* Knowledge of an ability to use Telemetry System Supervisory Control Data Acquisition (SCADA).

* Knowledge and/or ability to work with database computer hardware and software utilized by the unit (i.e. Microsoft Office, Word, Excel, Survey 123, Job Cal, CMMS, and Oracle programs).

* Ability to see colors, ambulate independently, bend, stoop, sit, stand, drive from work site to work site to provide plant maintenance inspections.

* Ability to speak in a manner that can be understood and make written notations/prepare reports/perform mathematical tasks.

* Ability to work with and around various chemicals.

* Ability to perform tasks that require eye and hand coordination.

* Ability to use multi-hand and/or foot controls.

* Ability to plan, assign, review, and supervise the work of lift station and other maintenance support staff.

* Ability to interpret and work from technical sketches, record drawings and construction documents.

* Ability to plan and work from oral and written instructions.

* Ability to prepare work schedules, record drawings and construction documents of work completed by mechanical and electrical staff.

* Ability to define work needed and use independent judgment in daily operations, maintenance, and emergency decisions.

* Skilled in the use and care of electrical and mechanical tools needed by plant maintenance staff Sufficient physical strength and agility to perform a variety of labor tasks in all weather conditions.

MINIMUM QUALIFICATIONS

Graduate of an accredited high school or possess an acceptable equivalency diploma.

Minimum of six (6) years combined experience in production facility maintenance and construction of wastewater treatment facilities and pumping facilities.

Minimum of three (3) years related supervisory experience.

Must possess or be able to obtain within 1 year of start date, a valid Florida FDEP Wastewater license and/or FWPCOA Wastewater Collection Certification.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.

Must possess a valid Florida CDL (Commercial Driver's License) to operate and maintain of one or more of the following pieces of equipment listed below for maintenance of potable drinking water distribution system and sewer collection systems.

o Tractor Trailer Backhoe

o Excavator Transport

o Tanker Vacuum Truck

o Front End Loader Dump Trucks (5 yard and larger)

o CCTV Inspection Equipment (Closed Circuit Television)

A comparable amount of related training and experience may be substituted for the minimum qualifications except for the required licenses/certifications.

SPECIAL REQUIREMENTS

Must have a cell phone at the time of employment as employee will be placed on call/standby and/or call out for emergencies.

Employee will assist with supervision and participate on any necessary emergency work.

This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
