City of Raleigh Utilities Specialists provide advanced specialized technical and maintenance support for the City's water, wastewater, collection and distribution systems. As assigned, Utilities Specialists also serve as lead workers, assigning work and monitoring work completion. In addition to full-time employee City of Raleigh benefits, qualifying Utilities Specialists are eligible for training certifications that provide stipends ofadditional 12.5% to base pay.Work Hours: Utilities Specialists work a rotating after hours call. Pay for being on call (standby) is 8 hours at regular pay. If called back into work, employee is paid at the overtime rate as indicated by policy. Duties and Responsibilities
  • Assists the Public Utilities Cross Connection and Hydrant Meter Program with the following field activities:
    • Conducting site surveys to determine facility hazards and the location of approved backflow assemblies
    • Delivering CC Notices of Violation and working with non-compliant customers; assist in conducting CC Orientation and Backflow Certification schools for outside contractors
    • Assembling, repairing, and testing hydrant meter rental units
  • Assists the Public Utilities Cross Connection and Hydrant Meter Program with the following office activities:
    • Maintaining Cross Connection database, troubleshooting and resolving errors in database through research in CC&B, Wake Gov, PUMA, and other internet sources
    • Receives, processes, and responds to customer inquiries and complaints concerning testing letters and installation requirements
    • Processes completed test reports, notifies customer of failed reports, assists with non-compliant customers, and assists with Certified Tester information and documentation of assemblies
Typical QualificationsEducation and Experience: High School Diploma or GED and four years of maintenance experience OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation Licensing and Certifications:
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • Ability to obtain the following certifications:
    • City of Raleigh Backflow Certification and Cross Connection Control ORC Certification (within 1 year of hire)
    • Water Distribution Level C Certification (within 2 years of hire)
Preferred Qualifications:
  • Two or more years of Cross Connection or Distribution System experience

  • Analyzing issues/problems to develop reasonable solutions

  • Intermediate working knowledge of the Cross Connection Program
