Salary : $67,996.50 Annually Location : 223 Putnam County Boulevard - East Palatka, FL Job Type: Full-time Job Number: 24-044 Department: Public Works Opening Date: 09/24/2024 General Description This is a full-time, exempt position that reports to the Public Works Director or designee. The position performs supervisory and highly responsible technical work in utilities operations. Duties include managing and coordination of all activities of the assigned division, preparation and administration of annual budgets, submissions of departmental compliance reporting to local, state, and federal regulatory agencies. This is an on-call position. Essential Job Functions
  • Responsible for maintenance of water and wastewater treatment plants and coordinates the system responsibilities such as: connections, chemical treatments, equipment operations, grounds maintenance, water quality complaints, hydrant flushing, etc.
  • Responsible for the operation and maintenance of the transmission lines for the water and collector and force mains for wastewater treatment facilities.
  • Assists the Lead Operator with overseeing the compliance of the facility with state and federal regulatory mandates, statues, and guidelines.
  • Provides support to ensure that all daily, monthly, quarterly, and annual reporting is accurate and submitted in a timely manner; to ensure sampling schedules are met.
  • Oversees the work of personnel under his/her supervision.
  • Provides training to staff in current codes, ordinances, statutes, and in proper safety procedures.
  • Coordinates with the department and bureau safety officers on safety inspections, issues, and follow-ups.
  • Responsible for the upkeep of all production wells.
  • Must be able to respond to emergency and after hour calls at night and on weekends.
  • Assists in the preparation and administration of section operational budget.
  • Prepares project cost estimates, orders or requisitions material and equipment to facilitate repairs.
  • Procures and controls the use of supplies and equipment.
  • Performs related work as assigned or required.
  • May be required to assist with emergency support functions (ESF) in the EOC during emergencies or other related emergency duties.

  • Ability to oversee line installations; check for leaks; repair as necessary.
  • Knowledge of methods and practices of water and/or wastewater.
  • Knowledge of functions and mechanics of plant equipment and the ability to understand electrical and pump-mechanical functions as they relate to plant operation.
  • Ability to inspect machinery and other equipment in operations and to detect flaws and defects.
  • Ability to read meters and charts accurately, to maintain records, and to perform chemical analysis accurately.
  • Knowledge of State and Federal rules and regulatory standards governing water and/or wastewater.
  • Ability to plan, organize and direct multiple field crews and analyze and evaluate completed work projects.
  • Ability to establish and maintain effective working relationships with other governmental agencies and the public.
  • Ability to read water meters and accurately transcribe information.
  • Ability to understand construction plans and prepare varied reports, responses to inquires and evaluations.
  • EDUCATION AND EXPERIENCE
  • High school graduation or possession of an acceptable equivalency diploma.
  • Five (5) years of supervisory experience in Public Works or utilities.
  • (A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.) LICENSES, CERTIFICATIONS, OR REGISTRATIONS
  • Ability to possess and maintain a valid Florida Driver's License.
  • Ability to possess and maintain proper water and wastewater Operator's Certification issued by the State of Florida within twelve months of hire or transfer into the positions.
