MAJOR FUNCTIONUnderground utilities supervisory work directing employees in the installation, maintenance andrepair of utility systems. Works under the supervision of the Underground Manager.ILLUSTRATIVE DUTIESAssists Utilities Underground Manager by supervising water distribution staff engaged in theoperation and maintenance of the water distribution and waste water collection system. Ensuresthe water distribution system is being operated and maintained in compliance with establishedregulatory requirements at all times. Ensures all operational and personnel problems are resolvedusing established procedures and all distribution operators comply with all Federal, State andLocal rules and regulations. Selects, assigns, directs and evaluates the work of crews of semiskilledand skilled employees engaged in the installation, maintenance and repairs of Countyutility systems. Supervises and participates in work concerned with the installation, maintenanceand repair of domestic water distribution and/or sanitary sewage collection systems.Instructs assigned personnel in proper techniques of installation, maintenance and repairs ofmachinery and appurtenances used in the maintenance of distribution and collection systems.Oversees and participates in the installation and repairs of water mains, hydrants and otheractivities associated with water distribution system maintenance. Oversees and participates in theinstallation and repairs of sanitary sewer lines and lift station wet wells. Instructs and participateswith other Utilities staff in the installation and repairs of water meters as needed. Contactsproperty owners in areas where equipment and crews will be working to make necessaryarrangements for installation and maintenance activities. Answers questions regardinginformation needed or complaints regarding maintenance activities. Reports actions and resultsto Underground Manager. Responds to emergency calls, assigns and assists as needed to correctproblems.KNOWLEDGE, ABILITIES AND SKILLSKnowledge of and ability to operate various types of equipment required in the installation andmaintenance of utility systems such as backhoes, dump trucks, five(5) and ten(10) yard capacity,fork lift, low-boy tractor trailer, vac-truck, pumps, skid steer and various other small equipmentused in the maintenance of utility systems. Knowledge of occupational hazards and safetyprecautions applicable to utility installation and maintenance programs. Ability to plan, organize,direct, and evaluate the work of others. Ability to understand and interpret construction drawingsand blueprints. Ability to follow oral and written instructions.Ability and agility to perform various job duties in all weather conditions including lifting and/orinteracting with job related appurtenances and equipment which might weigh in excess ofseventy five (75) pounds. Ability to see colors. Ability to perform tasks that require eye and handcoordination. Ability to see ambulate independently, drive, bend, stoop, sit and stand. Ability tomake independent decisions.Ability to post and track data or other record keeping information either by written notationsand/or entering such information into micro-computer or remote computer terminal (CRT) database systems. Produces reports and/or reviews records necessary to ensure that all regulationsgoverning installation and maintenance are fully complied with by assigned staff.MINIMUM QUALIFICATIONSGraduate of an accredited high school or possess an acceptable equivalency diploma and have aminimum of five (5) years' experience in the installation, maintenance and repairs of potablewater and/or sewer utility systems, including two (2) years in a supervisory capacity.Must possess a valid Florida Class A Commercial Driver's License with Tanker endorsementsat the time of employment within this classification or obtain within 1 year.Must possess a Level 2 Water Distribution License and obtain Level 1 License within 1year.A comparable amount of related training and experience may be substituted for the minimumqualifications except for licensure requirements.SPECIAL REQUIREMENTSMust have home telephone at the time of employment as employee will be placed on call/Standby and/or call out for emergencies.This position may be required to report for work when a declaration of emergency hasbeen declared in Polk County.
