Salary: See Position Description Location : Wilson, NC Job Type: Regular Full Time Job Number: 201800564 Department: Financial Info Services/Billing & Collections Opening Date: 11/06/2024 Job Summary/ScopeThe hiring range for this position is $38,927.12 (minimum salary) to $53,608.58 (midpoint of range) dependent upon qualifications. This position is responsible for performing technical duties in support of city utility billing functions. The purpose of this position is to perform city utility billing functions. Successful performance facilitates and promotes accurate and timely utility billing. Job ResponsibilitiesMajor Duties
- Enter and process work orders from all city utilities (Electric, Gas, Water, Wastewater, Stormwater and Solid Waste) into billing system for residential, commercial, and industrial customers.
- Review meter reading exception lists and billing registers in a timely manner. Issue follow-up requests for rereads, off-cycle reads, and final reads from the Billing Field Technicians and Customer Service Technicians to ensure accurate billing.
- Make billing adjustments and recalculate bills as necessary.
- Communicate with other work groups to resolve billing issues promptly to prevent delays in delivering bills to customers.
- Enter electric, gas and water readings, billing adjustments, and miscellaneous entries daily for residential, commercial, and industrial customers.
- Assist customers and Customer Service Advisors in regards to account corrections, providing clarification of charges calculated on accounts, and explanation of billing processes.
- Explain City's rate structure and billing inquires for all services and customers.
- Print utility bills to be delivered to third party vendor to fold, stuff, insert flyers, and deliver to post office to be mailed to customer.
- Enter checking/saving account information into the system for auto draft customers.
- Explain budget billing to residential customers only (adding or terminating).
- Review various billing system reports and take corrective action as needed.
- Responds to incoming customer requests.
- Performs other related duties as assigned.

- Guidelines include department standard operating procedures, North Carolina General Statutes, Customer Service Policy Manual, and relevant city, state, and federal codes, laws, and regulations. These guidelines are generally clear and specific, but may require some interpretation in application.
Supervisory/Management Responsibility
- None
- The Utility Billing Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
Minimum QualificationsEducation/Experience Requirements
- Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Knowledge Requirements
- Knowledge of utility billing operations.
- Knowledge of department and city policies and procedures and federal, state, and local laws and regulations.
- Knowledge of utility rates and structures.
- Knowledge of city administrative policies.
